The Tu Lien Bridge project and the approach roads at both ends of the bridge connecting Nghi Tam intersection to Truong Sa intersection are in the final stages of preparation for construction. According to Mr. Ngo Ngoc Van, Director of the Hanoi Traffic Construction Investment Project Management Board, the procedures for selecting the general contractor and supervision consultant are being urgently completed.
After issuing the EPC international bidding documents on April 11, the Project Management Board aims to close the bidding on May 16, complete the evaluation and appraisal of the contractor selection results and sign the contract with the general contractor on May 18, ensuring the project's progress to start construction on schedule on May 19 as directed by the Government in Resolution No. 77/NQ-CP dated April 10, 2025.
Along with that, the selection of a supervision consultant is also being implemented simultaneously and is expected to be completed before May 18. Mr. Van said that the contents related to the preparation for the groundbreaking are being accelerated, from completing legal documents to site clearance.

The representative of the Project Management Board said that the site clearance work has had many positive changes. On April 18, the Department of Agriculture and Environment completed the handover of site clearance boundaries to relevant units and localities.
It is expected that the site for Component Project 2, including the Red River and Duong River areas, will be fully handed over before May 15, and construction will begin on May 19.
The groundbreaking ceremony is expected to take place at the land of Vietnam Exhibition Fair Center Joint Stock Company. In addition, the Northern Maritime and Waterway Sub-Department has issued Document No. 159/HHDTPB - NV dated April 25, approving the plan to ensure traffic safety for the construction of Tu Lien Bridge across the Red River and Duong River.
In addition to bidding and site clearance, the Project Management Board also focuses on ensuring construction safety and environmental protection. The project's environmental impact assessment report has been approved by the Department of Agriculture and Environment in Decision No. 238/QD-SNNMT dated March 29, 2025. After signing the contract with the EPC general contractor, the Project Management Board will review and approve measures to ensure safety and environmental protection during construction.
The Department of Construction has also appraised and stamped the design implemented after the basic design, including the overall technical design (FEED) and construction estimate. Previously, on April 10, the Project Management Board approved the overall technical design (FEED) and construction estimate of Component Project 2 in Decision No. 273/QD - BQLCTGT.
After signing the EPC general contract, the Project Management Board will coordinate with the contractor to review and approve the construction drawing design for necessary items, ensuring project progress.
To ensure the Tu Lien Bridge starts construction as scheduled on May 19, the Project Management Board requests the Hanoi People's Committee to direct relevant departments and branches to closely coordinate in the handover of the site; approve the plan to ensure traffic safety for construction; determine the location and develop a plan to temporarily reclaim land on the riverbank to organize the construction site for the construction of auxiliary works, beam casting yard, cement concrete mixing station, material gathering, etc. to ensure completion before May 15.
In addition, traffic safety measures have been agreed upon with the Northern Maritime and Waterways Department to ensure the safety of people and vehicles during construction. The Department of Agriculture and Environment is also required to guide the Project Management Board in completing construction licensing procedures and complying with legal regulations on dikes.
