On the morning of November 6, in the face of the complicated and dangerous developments of storm No. 13 (Kalmaegi), the Chairman of the Gia Lai Provincial People's Committee continued to issue an urgent dispatch, requesting departments, agencies, and localities in the whole province to synchronously and drastically deploy storm prevention and control measures, ensuring the safety of people's lives and property.

According to the dispatch, storm No. 13 is moving very fast, heading directly towards the mainland of Gia Lai province with strong gusts of wind of level 12-14. From noon on November 6, the storm circulation began to cause strong winds, big waves, and heavy rain in coastal areas; the storm is forecast to make landfall directly from the evening of November 6, causing waves 7-9m high, high tides, and rising sea levels along the entire Quy Nhon-Phu Cat-Hoai Nhon route.

These areas are warned to be most severely affected, with storm winds of level 12-14, high tides, and large waves that risk destroying coastal houses and fish cages, seriously threatening people's lives if they are not evacuated promptly and thoroughly.

On land, the storm circulation is forecast to cause very heavy rain from 200-400mm, in some places more than 600mm, with a high risk of flooding, landslides, and flash floods in areas such as Hoai An, Vinh Thanh, An Khe, Mang Yang, Kbang, and Kong Chro. Some key traffic routes such as An Khe Pass, Mang Yang Pass, and To Na Pass are likely to experience landslides and prolonged traffic jams.

Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan requested localities and units to activate the highest level of storm and flood prevention and control plans according to the " 4 on-site " motto. Evacuation work must be completed before 10:00 a.m. on November 6.

In particular, local authorities must set up working groups to go to each village and neighborhood to review and force the evacuation of 100% of households in dangerous areas such as coastal areas, river mouths, high tide areas, and weak temporary houses. Absolutely do not let people stay on boats, rafts or return to their residences when it is not safe.

The telegram also requires localities to organize the reinforcement of houses, remove unsafe billboards and canopies. Boats must be inspected and safely anchored before 9am on November 6. People must not be left on boats, rafts, and continue to strictly enforce the ban on going to sea from 5pm on November 5.

The Chairman of the Gia Lai Provincial People's Committee emphasized that localities must increase information and propaganda continuously, at least once an hour through grassroots loudspeaker systems and mobile loudspeakers so that people can grasp and properly implement storm prevention instructions.

All construction activities must stop, investors and contractors must complete lowering cranes, scaffolding, and reinforcing the construction before 9:00 a.m. on November 6.

Localities in the west of the province such as An Khe, Mang Yang, and Kbang should not be subjective and need to prepare plans to respond to strong winds of level 8-9 and organize evacuation of people in hillside areas, streams, and sloping areas with high risk of landslides .

The armed forces, police and army must mobilize forces to vulnerable communes and wards, and prepare rescue vehicles, especially at key locations. The provincial police need to arrange forces to regulate traffic, block roads on national highways, provincial roads, and dangerous areas, and prepare fire prevention and fighting plans at boat mooring areas and evacuation sites.

All cadres, civil servants, public employees and workers at units, agencies and localities are mobilized to reinforce working headquarters, especially at key projects such as hospitals, schools and government agency headquarters, to be completed before 10:00 a.m. on November 6.

Heads of agencies, units and localities must take full responsibility before the Provincial People's Committee, the Chairman of the Provincial People's Committee and before the law if damage occurs due to subjectivity, negligence or delay in storm prevention work.

Along with the telegram, the province also directed departments, branches and sectors to strictly maintain 24/7 duty to promptly respond to situations that arise, and regularly report on damage to the Provincial People's Committee and the Department of Agriculture and Environment for timely synthesis and direction.
