"Bottlenecks" hinder breakthroughs
Sharing at the seminar "Increasing technology content, enhancing competitiveness for supporting industrial products", Mr. Chu Viet Cuong, Director of the Industrial Development Support Center - IDC ( Ministry of Industry and Trade ) said that although the number of domestic supporting industrial enterprises has increased rapidly with nearly 7,000 units, most of them still only participate in simple, low-value stages. Only about 300 enterprises are capable of participating in the supply chain of large corporations such as Samsung, Toyota, Honda; the localization rate in many industries has only reached 30 - 40% and has not met the Government's expectations.

The core reason, according to Mr. Chu Viet Cuong, lies in the limited level of science and technology , weak R&D capacity, low level of automation and low ability to master core technology. In addition, enterprises face difficulties in capital to invest in modern equipment; lack high-quality technical human resources and are still confused when approaching international standards, mandatory requirements if they want to participate deeply in the global supply chain.
In Hanoi , home to about 1,000 supporting industry enterprises, Vice President of the Hanoi Supporting Industry Enterprises Association (HANSIBA) Nguyen Van said that although about 35% of enterprises have met international standards, the majority are still small and medium-sized enterprises, with limitations in management, technology and human resources. "Without innovation and investment in technology, it will be very difficult for enterprises to enter the value chain of FDI corporations," Mr. Van emphasized.
From a business perspective, Cao Van Hung, Director of International Market Development at Smart Vietnam Company, believes that increasing the technology content is the "only way out" for Vietnamese enterprises to escape the vicious cycle of cheap processing; according to Mr. Hung, to meet the strict requirements of international customers, enterprises must invest in depth in modern machinery, standardize the entire production process and build a quality culture in each employee. Enterprises that do not invest in technology will find it difficult to upgrade from a level 3-4 supplier to a level 1-2, which means losing the opportunity to capture higher added value.
Need to consider businesses as the center, focus on real support
To remove technological bottlenecks and create conditions for supporting industry enterprises to step up to a higher value ladder, IDC Director Chu Viet Cuong said that in the coming period, it is necessary to synchronously deploy many groups of solutions, especially concretizing policies in Decree No. 205/2025/ND-CP of the Government amending and supplementing a number of articles of Decree No. 111/2015/ND-CP on supporting industry development.
Mr. Chu Viet Cuong said that Decree 205 opens up more space for technological innovation, R&D (research and development), public-private partnerships and increases autonomy for technical centers such as IDC in technology transfer consulting, testing and product standardization. However, for the policy to truly come into life, it is necessary to consider enterprises as the center, focus on substantial support in tax, credit, land and human resource training; at the same time, strengthen policy communication so that enterprises can grasp it promptly.
Accordingly, IDC and the local satellite network are invested in modernly, becoming a "technical midwife" to help businesses test and standardize products, while coordinating with large corporations such as Toyota and Samsung to connect the global supply chain. In 2025 alone, the Ministry of Industry and Trade plans to expand the "Smart Factory" program to 10 businesses in both the North and South, in order to increase the localization rate and national industrial capacity.
From the association's perspective, Vice President of HANSIBA Nguyen Van said that Hanoi needs to continue expanding programs connecting businesses with FDI investors, training human resources according to actual needs, reducing administrative procedures in investment - construction and development of Techno-Park models associated with high technology. This will be an important infrastructure for supporting industry enterprises to shorten the technology gap with large corporations.
Hanoi is implementing many programs to improve production capacity and promote trade for supporting industry enterprises. Every year, the city organizes supporting industry exhibitions attracting hundreds of FDI enterprises, international organizations and domestic enterprises to participate in exhibitions, connections and signing B2B contracts. At the same time, the city promotes international cooperation, supporting enterprises to access advanced technology, study tours abroad and develop high-quality human resources. Notably, Hanoi is expanding cooperation with ABE Group (France), Kobe Industrial Association (Japan) and N&G Group, to support Vietnamese enterprises to participate in the supply chain of Boeing and Airbus, contributing to affirming the position of the capital's leading supporting industry, Vice President of HANSIBA Nguyen Van added.
