Gasoline price this afternoon October 23, 2025
Updating the price of gasoline on October 23, the Ministry of Finance - Ministry of Industry and Trade announced a reduction in retail prices. Specifically, from 3:00 p.m. this afternoon, October 23, gasoline prices have decreased compared to the previous adjustment period.
E5 RON 92 gasoline decreased by 170 VND/liter, to 19,050 VND/liter; RON 95 gasoline decreased by 180 VND/liter, to 19,720 VND/liter.
Meanwhile, diesel oil saw the biggest drop of VND540/liter, down to VND17,880/liter. Kerosene fell VND290/liter to VND18,110/liter and fuel oil fell VND280/kg to VND14,090/kg.
The regulatory agency said that this period, it will not set aside or spend money from the gasoline price stabilization fund.
With this adjustment, domestic gasoline prices have reversed after only one session of increase. Since the beginning of the year, RON 95 gasoline has increased 24 times and decreased 20 times; while diesel has increased 21 times, decreased 21 times and remained unchanged once.
Currently, the petroleum price stabilization fund is still positive, creating room for the upcoming management periods. According to the report of the Ministry of Finance, by the end of the second quarter of 2025, the stabilization fund will have more than 5,614 billion VND. Of which, the Vietnam National Petroleum Group ( Petrolimex ) alone holds more than 3,084 billion VND - accounting for nearly half of the total balance.

New tax policy affects gasoline prices from 2026
At the meeting on October 17, the National Assembly Standing Committee passed a resolution on environmental protection tax applicable to gasoline prices in 2026.
Accordingly, from January 1, 2026, the environmental tax rate on gasoline (except ethanol) will be VND2,000/liter; diesel, fuel oil and lubricants will be VND1,000/liter; grease will be VND1,000/kg; kerosene will be VND600/liter.
Notably, the tax on jet fuel increased to 1,500 VND/liter, 500 VND higher than the current level. With the expected consumption output equivalent to this year, the total revenue from environmental tax on gasoline prices will decrease by about 41,388 billion VND, causing the total budget revenue to decrease by nearly 44,700 billion VND.
According to experts, this reduction in oil prices will help reduce production cost pressure, especially for the transportation and logistics industries. However, world oil prices are still unpredictable due to tensions in the Middle East and OPEC+'s production policy, so domestic oil prices may change in the coming management periods.
If the downward trend of Brent oil remains below 80 USD/barrel, domestic gasoline prices are likely to continue to decrease slightly in the adjustment period in early November.
