Disbursement reached more than 50% of the plan
According to the report of the Ministry of Finance at the 4th national conference in 2025 on promoting public investment disbursement held this morning, October 18, the total state budget public investment plan in 2025 assigned by the Prime Minister is 897,253 billion VND, of which central budget capital is 421,526 billion VND, local budget capital is 475,727 billion VND.
To date, ministries, branches and localities have allocated VND 871,051 billion, reaching 97.1% of the plan, with the remaining VND 26,203 billion (accounting for 2.9%) not yet allocated in detail. This capital is mainly supplemented from increased revenue, savings in expenditure in 2024 and capital recently transferred from low-disbursement units to units with urgent needs.
As of October 16, 2025, the disbursed capital reached VND 454,947 billion, equivalent to 50.7% of the plan assigned by the Prime Minister , an increase of more than VND 14,500 billion compared to the end of September. There were 9 ministries, central agencies and 16 localities with disbursement rates higher than the average. In contrast, 29 ministries, central agencies and 18 localities remained at a low level.
The Government has identified the disbursement of public investment capital as a key political task, so it has closely directed it since the beginning of the year. The Prime Minister and Deputy Prime Ministers have continuously inspected localities, directly resolved legal and procedural problems, and inspected the progress on-site of key national projects.
To speed up the progress, the Prime Minister issued Decision No. 2773/QD-TTg dated October 16, 2025, adjusting the central capital plan from low-disbursement units to units with additional needs. At the same time, the Ministry of Finance also submitted to the Government to continue adjusting the capital, ensuring flexible and effective allocation.
At the same time, the Government directed the amendment and supplementation of many laws, decrees and resolutions to strengthen decentralization, cut down procedures, shorten payment time, and promote digitalization of the entire process in approving and settling public investment capital.
Thanks to drastic direction, many key projects have been accelerated, budget capital has been focused on highways, airports, and high-speed railways. Since the beginning of the year, 455 km of highways have been completed, 364 km of new construction has been started, aiming for the target of 3,000 km by the end of 2025.

Many difficulties persist, requiring close coordination to resolve.
Mr. Do Thanh Trung, Deputy Minister of Finance, said that the reason for slow disbursement comes from the implementation organization, while the same legal framework but the results are different between ministries and localities.
First of all, 17 localities after the merger have not yet completed their apparatus, lacking a specialized Project Management Board; some newly merged communes do not have officers in charge of public investment, and have limited capacity in acceptance and payment. 9 localities reported that the handover of documents, accounts, and budget relation unit codes is still slow, 12 ministries and localities have to readjust the list and scale of projects, prolonging the investment preparation process.
In addition, 5 localities encountered difficulties in decentralizing approval authority due to the lack of uniformity in guiding documents for the Land Law and Construction Law, while 3 other localities said that the capacity of commune-level investors was weak, with many officials holding concurrent positions, making it easy to make errors in documents, payments and settlements.
Regarding policy mechanisms, 19 ministries and localities pointed out difficulties in determining specific land prices, assessing compensation, and approving resettlement funds; many projects do not have regulations on temporary residence or housing rental support while waiting for resettlement arrangements.
12 ministries and branches reported difficulties in design appraisal and budget adjustment according to Decree 175/2024 and 10/2021, due to the multi-step process and lack of clear processing time. In addition, 3 localities encountered difficulties in implementing BT projects paid by land funds despite the issuance of Decree 257/2025, especially in determining land fund value and coordination mechanisms between management agencies.
Regarding the environmental field, the three localities said that the procedures for appraising environmental impact assessment reports and granting licenses are still lengthy, and there is no overall deadline for each type of project. In the field of information technology application, the three agencies reported a lack of detailed guidance on project classification, appraisal and hiring of IT services, especially projects combining technology and construction.
Regarding implementation, 16 ministries, branches and localities identified site clearance (GPMB) as the biggest obstacle, due to changes in compensation policies, many households have not yet handed over land, lack of resettlement funds, and complicated land price determination procedures. 10 localities said that planning adjustments, design appraisals and estimates are taking a long time, while 11 units reported a shortage of construction materials, with prices of sand, stone and soil increasing 1.5-2 times, causing costs to increase and affecting construction progress.

Analyze problems and promptly resolve them
Minister of Construction Tran Hong Minh said that as of October 15, the disbursement rate of the whole sector reached 42.6% of the year-beginning plan, with the Ministry of Construction alone reaching 54.9%, after excluding the reduction in spending tasks. However, there are still problems in some large projects related to slow progress in site clearance. The leaders of the Ministry of Construction requested localities related to the project to actively coordinate to speed up the progress.
Mr. Bui Hoang Phuong, Deputy Minister of Science and Technology, said that the Government has issued Resolution 14/2025 to remove obstacles for IT projects, allowing some simple projects to only need to be implemented in one step, and contractors are allowed to both design and construct. The Ministry is also reviewing and amending Decree 13/2019 on enterprises and science and technology; Decree 82/2024 regulating the management of IT application investment using state budget funds, expected to be submitted for promulgation next month.
The Ministry's disbursement rate as of the end of October reached nearly 35%, expected to increase sharply by the end of the year when the procedures for purchasing imported equipment are completed. The Ministry also coordinated with the Ministry of Finance to allocate more than VND 7,000 billion to 15 ministries and 4 localities to implement tasks under Resolution 57-NQ/TW, serving digital transformation, building databases and developing two-level government.

Mr. Nguyen Kim Son, Minister of Education and Training, said that as of October 15, the disbursement rate of the Ministry had only reached 38%, the main reason being that the national target programs had not been extended and were not eligible for bidding. The Ministry had sent a document to the Ministry of Finance, most recently on October 9, requesting guidance to immediately implement projects in the Central Highlands and mountainous areas.

Ms. Dao Hong Lan, Minister of Health, said: There are a number of objective reasons for slow disbursement, including many transitional projects that have been going through many stages.
Total public investment capital for the health sector in 2025 is VND10,021 billion, of which ODA capital is about VND400 billion. ODA projects of Korea and Ho Chi Minh City are still stuck in international bidding procedures, and documents must be completed many times.
"The Ministry of Health is directing a review of each project, committing to the Prime Minister that by November 30, the basic construction of two major hospitals will be completed, ready to be put into operation in 2026," said Minister Dao Hong Lan.
