Detailed statistics show a not-so-bright picture of the province's progress in disbursing public investment capital. The total public investment capital plan for 2025 assigned by the Prime Minister is VND 4,257,364 billion, a considerable resource. With a proactive spirit, Yen Bai has raised the plan to VND 5,445,842 billion, of which local budget capital accounts for a large proportion (VND 2,927,588 billion). However, this determination is facing obstacles right from the allocation stage, when 13.4% of the provincial capital plan (equivalent to VND 731,037 billion) has not been "poured" into specific projects.
The reasons given are incomplete investment procedures, lack of revenue or waiting for new regulations. This delay not only reduces the efficiency of capital use but also creates an unstable investment environment, negatively affecting the progress and quality of works and projects. A deeper analysis of the 9.3% disbursement rate shows a notable difference between capital sources. Central budget capital (domestic capital) only achieved a disbursement rate of 4.4%, a figure that needs special attention in the context of the urgent infrastructure development needs of the province. In contrast, central budget capital for national target programs achieved an impressive disbursement rate of 20.8%, demonstrating the effectiveness of resource concentration and strict management mechanisms.
Other capital sources such as ODA (5.4%), central budget reserve capital (1.3%) and local budget development investment capital (12.6%) are being accelerated by the province. Notably, the disbursement rate of provincial budget capital is still very low (3.7%), requiring urgent review and improvement of the efficiency of regular expenditure management. So, what is the underlying cause of this stagnation?
In addition to objective factors such as unfavorable weather, difficulties in site clearance due to population density and ineffective compensation policies, subjective factors are the issues that need special attention. The capacity of a consulting department is still limited, the determination and sense of responsibility of some investors are not high, and the inspection and examination work is still formal and not deterrent enough. In particular, changes to the 2024 Land Law and new regulations on compensation, support and resettlement have created significant challenges for site clearance, which has always been an inherent "bottleneck" of many public investment projects.
The delay in capital disbursement is not only a problem of progress, but also a severe "test" of Yen Bai's management capacity and development aspirations. It causes multi-dimensional consequences, from slowing down the progress of socio -economic development goals, wasting national financial resources, reducing investment efficiency, to losing competitive advantage. Key projects such as the road connecting national highways with the Noi Bai - Lao Cai expressway, the dynamic urban development project... are in great need of capital, and every day of delay is a day Yen Bai misses the opportunity to join the common development of the whole country.
To unblock the flow of public investment capital, Yen Bai needs a real "revolution" in thinking and action. It is impossible to continue maintaining the old way of doing things, there needs to be breakthrough solutions, focusing on improving the efficiency of management, operation and implementation.
Firstly, the decisive and synchronous participation of the entire political system is key. Provincial leaders need to demonstrate a pioneering and creative role, strengthen close, specific and effective direction and management.
Second, build a clear and transparent accountability mechanism. It is necessary to combine timely rewards for units that perform well and strict discipline for units that are sluggish. Inspection and examination work must be carried out regularly and substantially, without any forbidden areas.
Third, focus on removing administrative procedure "bottlenecks". Review and cut cumbersome and overlapping procedures, promote the application of information technology to simplify processes, build a real e-government, and create the most favorable environment for investors and construction units.

Fourth, improve the comprehensive capacity of the subjects participating in the public investment process. From consulting units, investors to contractors, they need to be trained and fostered to improve their professional qualifications and project management skills. Develop a transparent and fair contractor selection mechanism, eliminating weak contractors.
Fifth, strengthen inter-sectoral and inter-local coordination. Build an effective coordination mechanism, promptly resolve arising problems, and avoid shirking responsibility.
Finally, ensure publicity and transparency throughout the entire public investment process, from planning, capital allocation to implementation, disbursement and acceptance, creating conditions for people and social organizations to participate in supervision.
In particular, it is necessary to identify site clearance as the top priority task. There must be fundamental and synchronous solutions, from propaganda and mobilization to create consensus among the people to building a reasonable, fair and satisfactory compensation and resettlement support policy, and resolving complaints and denunciations.
Disbursement of public investment capital is not only an economic task but also a political problem, a measure of Yen Bai's management capacity and determination to develop. To unblock this flow, a strong shift from "task thinking" to "result thinking", from "passive action" to "proactive and creative action" is needed. With the determination of the entire political system, the consensus of the people and the high sense of responsibility of each cadre, civil servant and public employee, Yen Bai is fully capable of overcoming challenges, turning public investment capital into a strong driving force, creating a sustainable and prosperous future for the province.
