Also according to the Ministry of Planning and Investment , up to now, disbursement of support policies has reached more than 86.8 trillion VND, of which: Credit lending through the Bank for Social Policies reached 16,957 billion VND, interest rate support reached 1,347 billion VND; Housing rental support reached 3,757.6 billion VND (implementation period has expired); 2% interest rate support reached 327 billion VND; Tax, fee and charge reduction is 57,068 billion VND (implementation period has expired), opportunity cost support through extension of tax payment time and land rent is 7.4 trillion VND.
Regarding development investment expenditure, out of the total capital of 176,000 billion VND: The capital assigned by the Prime Minister is 161,848.3 billion VND; The remaining capital of 14,151.7 billion VND: The Government has reported to the National Assembly Standing Committee on the allocation plan of 13,369.5 billion VND, and proposed not to allocate the remaining 782.2 billion VND.
Implementing the direction of Deputy Prime Minister Le Minh Khai, the Ministry of Planning and Investment has coordinated with ministries, agencies and localities to develop and report to the Government on the National Assembly's Report on the implementation of Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the Program and a number of recommendations.
Regarding the allocation of the state budget investment plan for 2023, the report of the Ministry of Planning and Investment also stated that the state budget investment plan for 2023 as resolved by the National Assembly is VND 711,684.4 billion; of which, VND 707,044.2 billion has been allocated to ministries, central and local agencies, and VND 4,640.2 billion has not been allocated in detail. The Prime Minister has assigned the entire capital plan of VND 707,044.2 billion, equal to 100% of the capital resolved by the National Assembly. By April 30, 2023, ministries, central and local agencies have allocated and assigned in detail VND 622,612.7 billion, reaching 88.1% of the plan assigned by the Prime Minister. The remaining capital that has not been allocated in detail is VND 84,431.5 billion, equal to 11.9% of the plan, mainly expected to be allocated to new projects starting in 2023 that are completing investment procedures to allocate capital.
Regarding the disbursement of the 2023 state budget investment plan, the estimated payment by April 30, 2023 is VND 110,633.6 billion, reaching 15.65% of the plan assigned by the Prime Minister, lower than the same period in 2022 but in absolute terms, it increased by nearly VND 15,000 billion (about 16%) compared to the same period in 2022. There are 03 ministries, central agencies and 22 localities disbursing over 20% of the plan assigned by the Prime Minister; 45 ministries, central agencies and 26 localities disbursing below the national average.
Notably, based on Decision No. 235/QD-TTg dated March 14, 2023, the Heads of the Working Groups chaired meetings with ministries, agencies and localities, focusing on subjects with low disbursement rates. The members of the Working Groups provided guidance, answered questions and clarified the authority for each specific recommendation. The Heads of the Working Groups closely and resolutely directed to remove bottlenecks in disbursement of public investment capital. The activities of the Working Groups have achieved some positive results, creating consensus in society. The progress of public investment capital disbursement has changed a lot, reaching about 37 trillion VND in April, 1.5 times higher than the average of the first 3 months of the year (about 24 trillion VND/month).
Regarding the 3 national target programs (NTPs), on building mechanisms and policies, by April 30, 2023, the Central Government has issued 71 documents on management and organization of implementation of NTPs, but there are still missing: documents guiding the implementation of Sub-project 2 of Project 10; documents on criteria for identifying villages with a high concentration of ethnic minorities with specific difficulties and a high rate of poor households as a basis for implementing Sub-project 1 of Project 9 of the NTP for socio-economic development in ethnic minority and mountainous areas.
Most localities have issued management and operation documents according to the decentralized authority in Decree No. 27/2022/ND-CP, while 03/52 localities have not issued regulations on the mechanism for integrating and mobilizing capital sources to implement the National Target Programs; 06 localities have not issued a mechanism for organizing the implementation of production development support activities.
The medium-term public investment plan from the central budget for the 2021-2025 period of the 3 National Target Programs has been approved by the National Assembly and the National Assembly Standing Committee at VND 102,050 billion. The Prime Minister has assigned a plan of VND 101,605.6 billion, reaching 99.56% of the plan. Regarding the remaining capital (VND 444.4 billion) of the National Target Program for socio-economic development in ethnic minority and mountainous areas, the Government has reported to the National Assembly Standing Committee. Localities have completed the allocation and assignment of the medium-term plan from the central budget for the 2021-2025 period of the 3 National Target Programs.
Also by April 30, 2023, 47/48 localities had assigned development investment capital plans, the 2023 state budget estimate of 03 national target programs was VND 21,580.1 billion, reaching 90% of the plan. According to reports from 56/63 localities, the total balanced capital from the local budget allocated to implement national target programs by the end of April was about VND 7,644.7 billion.
According to the report of the Ministry of Finance, the disbursement of development investment capital from the central budget in 2022 of 03 national target programs (including the central budget capital in 2022 extended to 2023) is 15,410.7 billion VND, reaching about 64% of the plan, the disbursed local budget capital reaches 99% of the plan. The disbursement of the central budget capital in 2023, 04 months is about 3,329 billion VND, reaching 13.7% of the plan./.
