Recognizing the role of the program of job creation, hunger eradication and poverty reduction, Yen Lac district has deployed and implemented synchronous solutions to create jobs for workers associated with hunger eradication and poverty reduction, contributing to the completion of the national target program on sustainable poverty reduction and new rural construction in the area.
To effectively and sustainably reduce poverty, over the years, Yen Lac district has always attached importance to vocational training and job creation for workers - considering this the key to sustainable poverty reduction.
Every year, the district directs the district's vocationaleducation and training center to coordinate with vocational schools inside and outside the province such as Vinh Phuc Vocational College, Vinh Phuc College... to organize regular vocational training classes for young people entering working age with main occupations such as garment making, construction, electrical engineering, mushroom growing techniques, flower growing, ornamental plants, aquaculture, handicrafts, weaving... Therefore, after completing their studies, 90% of vocational students have regular jobs.
In supporting preferential credit policies for the poor and near-poor, Yen Lac district identifies credit support for agricultural production development as the key to opening the door to poverty escape, because agricultural production does not require too much capital, the production cycle is short, and capital turnover is fast.
Through socio -political organizations such as the Farmers' Association, Women's Union, Youth Union... people have access to preferential capital sources, seeds, crops, agricultural materials, and can participate in training, improve knowledge, and apply scientific and technical advances in cultivation and animal husbandry... thereby developing high-income, sustainable economic models.
By December 31, 2024, the district had nearly 9,800 policy loan customers with a total outstanding loan balance of more than VND 600 billion. In the first quarter of 2025 alone, more than 600 customers borrowed preferential loans to invest in economic development with an amount of more than VND 33 billion; thereby helping more than 2,000 households escape poverty.
In addition, the district also focuses on supporting capital, machinery and equipment for craft village workers in the area to maintain and develop traditional occupations, both creating jobs on the spot and ensuring social security in the locality.
Implementing Resolution No. 201 of the Provincial People's Council on "Some mechanisms and policies to support the restructuring of the agricultural sector of Vinh Phuc province in the period of 2016 - 2020", the whole district has supported more than 510 tons of rice seeds for planting on 10,208 hectares, more than 44.8 tons of genetically modified corn for planting 2,243 hectares of corn, 400 hectares of crop varieties in concentrated commodity production areas; 742 hectares of safe vegetables and fruits following VietGAP; supported the purchase of 247 agricultural machines, promoting mechanization in production; supported more than 4 billion VND to expand the production of new rice varieties.
In addition, the province also supported the restructuring of the agricultural sector according to the province's program with more than 1,560 foreign sows with a total amount of more than 1.8 billion VND, 125 thousand laying hens, 8 breeding bulls... with a total value of nearly 1 billion VND...
Implementing timely support policies, thanks to which, the cultivation sector in the district has developed stably, the structure of crop varieties is suitable to natural conditions and market demand, the production area of quality rice varieties has increased, gradually replacing old rice varieties with low productivity and quality. In particular, 5 models of agricultural and fishery extension have been implemented and production development support for poor households with a total support amount of more than 200 million VND.
In solving employment, the District People's Committee has directed the Department of Labor, Invalids and Social Affairs (now the Department of Home Affairs) to coordinate with functional units to promote propaganda to people about labor export; assign labor export targets to each locality; coordinate with functional units such as the Center for Labor Export Training, the Provincial Employment Service Center, the Youth Employment Service Center and reputable export enterprises to regularly organize conferences, seminars to consult and propagate about labor export.
In the past 5 years, there have been nearly 1,500 temporary workers working abroad, sending home 15-20 billion VND each year, thereby contributing to poverty reduction...
To better implement the work of job creation and sustainable poverty reduction, the district continues to direct communes, towns, functional branches in the area, and the Board of Directors of the District Social Policy Bank to investigate and review poor and near-poor households, promote propaganda to raise people's awareness of job creation, labor export, and link vocational training with job creation.
Improve the capacity of staff working in poverty reduction; link the implementation of the National Target Program on sustainable poverty reduction with the implementation of the Grassroots Democracy Regulations.
Organize knowledge training courses, create favorable conditions for workers to access loans to develop family economy; replicate effective economic models to solve on-site employment for rural workers.
The district also directed departments, branches, unions and localities to strengthen propaganda and support job creation through labor export channels. Strive to have 97% of workers have regular jobs by the end of 2025; each year, 2,500-3,000 workers have new jobs; the rate of trained workers reaches 80%; the rate of poor households decreases to 0.5%, and near-poor households to less than 1% (according to the multidimensional poverty standard for the period 2020-2025).
