Monitor and criticize early, from the grassroots, with focus and key points

Briefly presenting the Plan for social supervision and criticism of the Central Committee of the Vietnam Fatherland Front in 2025, Ms. Nguyen Quynh Lien, Head of the Committee for Democracy, Supervision and Social Criticism, said that in terms of requirements, the implementation of social supervision and criticism must thoroughly grasp and meet the requirements in the Resolution of the 13th National Party Congress; Conclusion No. 19-KL/TW dated October 14, 2021 of the Politburo on the Project to orient the Law-making Program for the 15th National Assembly term; Directive No. 18-CT/TW dated October 26, 2022 of the Secretariat on promoting the role, improving the quality and effectiveness of social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations.

In addition, it is necessary to continue to innovate the content and methods of social supervision and criticism, proactively and promptly supervise and criticize early, from the grassroots level, select the subjects and contents of social supervision and criticism with focus and key points, concentrate on major and priority policies and guidelines of the Party and State, issues directly related to the legitimate and legitimate rights and interests of the people, especially issues that people are concerned about and public opinion is concerned about, focus on thematic supervision, and implement uniformly from the Central to the grassroots level. Recommendations after social supervision and criticism must be clear, specific, highly convincing, ensuring objectivity, publicity, effectiveness, substance and constructiveness.

According to Ms. Nguyen Quynh Lien, it is expected that in 2025, the Standing Committee of the Vietnam Fatherland Front Central Committee will supervise the implementation of Resolution No. 35/2023/UBTVQH on the arrangement of administrative units at district and commune levels for the period 2023-2030; Supervise a number of complaints and denunciations when required in practice according to the Coordination Program No. 02/CTPH-MTTQ-TTCP-BTP-HLG-LDLS dated October 11, 2018 between the Standing Committee of the Vietnam Fatherland Front Central Committee, the Government Inspectorate, the Ministry of Justice , the Vietnam Lawyers Association and the Vietnam Bar Federation; Participate in supervision with the supervision delegations of the National Assembly, the National Assembly Standing Committee and relevant agencies (according to the supervision program of the National Assembly, the National Assembly Standing Committee and the supervision plan of relevant agencies)...

Regarding the Central Committee of socio-political organizations, it is expected that the Vietnam General Confederation of Labor will supervise the implementation of Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo on innovation of organization and operation of Vietnam trade unions in the new situation; the development of union members and the establishment of grassroots trade unions; the development and implementation of democratic regulations at the grassroots level; the Central Committee of the Vietnam Farmers' Union will supervise the management and use of agricultural land, supervise the implementation of Resolution No. 19-NQ/TW on agriculture, farmers, and rural areas until 2030, with a vision to 2045; The Central Committee of the Ho Chi Minh Communist Youth Union will supervise the implementation of Directive No. 42-CT/TW, dated March 24, 2015 of the Secretariat on strengthening the Party's leadership in educating revolutionary ideals, ethics, and cultural lifestyle for the young generation in the 2015-2030 period...

Regarding social criticism activities, the Standing Committee of the Vietnam Fatherland Front Central Committee plans to chair the Conference on social criticism of the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils; Social criticism of the Draft Law on Electricity (amended); Social criticism of the Draft Law on Urban Development Management...

At the Conference, representatives of the Central Committee of socio-political organizations and delegates participated in discussions and contributed opinions on the contents of the Social Supervision and Criticism Plan of the Vietnam Fatherland Front Central Committee in 2025, proposing solutions to improve the quality of organizing and implementing social supervision and criticism activities.

Speaking at the Conference, Vice President Truong Thi Ngoc Anh said that in order to prepare for the development of the 2025 Social Supervision and Criticism Plan, the Standing Committee of the Vietnam Fatherland Front Central Committee has issued an official dispatch to the Central Committee of socio-political organizations requesting a report reviewing the results of social supervision and criticism in 2024 and proposing the content of social supervision and criticism in 2025; at the same time, sent an official dispatch to the Standing Committees of the Vietnam Fatherland Front Committees of provinces and centrally-run cities proposing the content of thematic supervision in 2025.

According to Vice President Truong Thi Ngoc Anh, up to now, the Standing Committee of the Vietnam Fatherland Front Central Committee has received review reports and proposals from socio-political organizations, as well as 40/63 proposals from provinces and cities. Based on the synthesis of proposals from the Central Committee of socio-political organizations; the Standing Committees of the Vietnam Fatherland Front Committees of provinces and centrally-run cities and departments and units in the agency, the Standing Committee has directed the Committee for Democracy, Supervision and Social Criticism to develop a draft plan to submit to this Conference. Based on the results of the Conference, the Standing Committee of the Vietnam Fatherland Front Central Committee will discuss and agree with the National Assembly Standing Committee and the Government on the plan for social supervision and criticism in 2025 before submitting it to the Presidium of the Vietnam Fatherland Front Central Committee for comments.

Acknowledging the enthusiastic and responsible opinions expressed at the Conference, Vice President Truong Thi Ngoc Anh requested the Committee for Democracy, Supervision and Social Criticism to seriously absorb them to continue perfecting the Social Supervision and Criticism Plan of the Central Committee of the Vietnam Fatherland Front in 2025.
