Education contradicts itself

The existence of high-quality schools makes primary school students have to work hard to prepare for exams to enter grade 6, while the education sector prohibits extra tutoring for this age group.

The heat of the 6th grade entrance exams increases every year compared to the previous year in high-quality secondary schools and "special" secondary schools affiliated with universities.

To take the entrance exam for grade 6 of all these schools, most parents cannot confidently say that their children do not need extra classes or practice exams to pass... In fact, because of the fierce competition rate and the way these schools set admission questions, parents of older grades often "whisper" to parents of younger grades to send their children to "training centers" for all three subjects of math, Vietnamese, and English as soon as possible. In Hanoi , training centers for grade 6 are popping up everywhere. Teachers constantly post advertisements for opening training classes on social networks.

Meanwhile, theEducation Law has long since not allowed the existence of specialized schools and selective classes at the secondary school level and below. When drafting the 2019 Education Law, the drafting committee resolutely did not include the model of high-quality public schools in the law with the explanation: "Implementing conditions for mass education and nurturing talents, creating an equal and friendly school environment in the public education system".

However, the Capital Law, which was enacted later, allowed Hanoi to have a high-quality public school model. Although many public schools are struggling with overload and the number of students exceeding the regulations, Hanoi still finds ways to have more high-quality public schools with tuition fees of up to more than 6 million VND/month...

Major universities also want to "jump" into this educational "market" by opening high schools, then junior high schools affiliated with universities because they understand the psychology of parents. The fact that Hanoi National University of Education already has 2 high schools, 1 junior high school, but this year opened a "gifted" junior high school while the facilities are limited, is very difficult to convince.

Over the past month, education has been "hot" with new regulations on extra teaching and learning when Circular 29 officially took effect. The Circular states "no extra teaching for primary school students except for cases of training in arts, sports , and life skills training". Leaders of the Ministry of Education and Training have also repeatedly affirmed the need to adjust the way of testing, checking, and evaluating to avoid putting pressure on students and parents to have to attend extra classes.

However, how to recruit 6th grade students in "special" schools with high competition ratios like in Hanoi, Ho Chi Minh City and many other provinces and cities without students having to take extra classes or practice exams seems to have no convincing answer. Perhaps we should ask the opposite question: Why do we have to create such "special" schools at the junior high school level when the existence of the specialized high school system is currently causing much controversy?

"Banning" extra classes in primary schools to "give back" a stress-free childhood to children, but allowing more and more "special" public secondary schools in localities with overly stressful 6th grade admission methods, the education sector seems to be contradicting itself.
