Lost 6 months of attractive allowance due to maternity leave
Reflect to Tuoi Tre Online hotline, a female teacher at Ha Tay Secondary School, Chu Pah district (Gia Lai province), said that she is eligible for the allowance to attract people from especially difficult socio -economic areas according to Decree 116 of the Government.
Specifically, this teacher is entitled to an allowance equal to 70% of his salary for 5 years.
However, after maternity leave, this allowance was cut without clear reason.
Up to now, this teacher is short of 6 months of allowance. Although she and similar cases have asked many places, they have not received a clear answer.
Each month, a teacher's allowance is about 3 - 5 million VND depending on the salary level. In 6 months, the allowance each teacher loses is about 20 - 30 million VND.
Mr. Vu Duc Tam - principal of Ha Tay Secondary School - said he had received the teachers' feedback on the incident.
According to Mr. Tam, at this school there are some cases of female teachers having their allowances cut after maternity leave, in addition, at Ha Tay Primary School there are also some female teachers in this case.
The school has sent a written request to the Department of Internal Affairs and the Departmentof Education and Training of the district, but has not yet received a response.
Research regulations to answer teachers
According to the Department of Education and Training of Chu Pah district, the unit has received recommendations from teachers and the district's departments are researching and advising on solutions.
Mr. Pham Quang Long - head of the department - said that the teachers' problems arose from the implementation of Decree 116 in the area.
According to Decree 116, the time to receive the attraction allowance is "the actual working time in areas with especially difficult socio-economic conditions and not more than 5 years from the date of the acceptance decision".
Based on this decree, the district previously paid allowances to female teachers even during their 6-month maternity leave.
But then, the Gia Lai Provincial Inspectorate organized an inspection and requested to withdraw the maternity allowance, because it believed that the above decree only stipulated that the time to receive the attraction allowance was "actual working time and not more than 5 years", not including maternity leave.
When Decree 76 was issued to replace Decree 116, it was stipulated that teachers are entitled to allowances for "actual working time in areas with particularly difficult socio-economic conditions not exceeding 5 years (60 months)".
With this new regulation, after the end of maternity leave, female teachers will continue to receive attraction allowance for up to 60 months.
Therefore, many teachers who took maternity leave in the previous period felt disadvantaged and had to express their opinions. Currently, the District People's Committee has assigned the Department of Internal Affairs, the Department of Finance - Planning, and the Department of Education and Training to study the legal regulations to answer for teachers to understand clearly.
