Information from the Department of Education and Training of Vinh Cuu district, Dong Nai province, sent a document to schools announcing a plan to go to Ha Giang province to learn about experiences in implementing digital transformation and applying STEM ineducation, causing a stir in public opinion.
This is surprising because for many years, Dong Nai has always been in the top 10 provinces and cities in the country in terms of economic development. It was even expected that by 2030, Dong Nai would become the locality with the third largest economic scale in the country, after Ho Chi Minh City and Hanoi.
The fact that the Department of Education and Training of a province considered an economic "locomotive" went to a northern mountainous province to learn about digital transformation in education has sparked much discussion.

According to the plan issued by this Department on May 8, the purpose of the trip is to enhance digital transformation capacity, innovate teaching methods and improve education quality, apply digital tools and STEM education methods.

Participants in the study tour include leaders, specialists in charge of education levels and related departments of the Department of Education and Training of Vinh Cuu district, principals and vice principals of preschools, kindergartens and secondary schools throughout the district.
Travel time is 5 days, from June 3 to 7.
Budgetary funds
Regarding funding, the Department of Education and Training clearly stated in the plan: Agencies and units sending people to participate in learning experiences will pay the funding regime according to current financial regulations from the operating budget allocated by the District People's Committee from the beginning of 2025 of the unit.
The Department of Education and Training will pay for experience learning from the allocated career budget in 2025 according to the decision of the People's Committee of Vinh Cuu district, the decision on assigning the State budget revenue estimate - Local budget expenditure of Vinh Cuu district in 2025.
To ensure safety during travel and learning experience, the Department of Education and Training contracts with a travel company to cover all transportation and accommodation throughout the trip.
The leaders of the Department of Education and Training assigned the accounting department to be responsible for guiding and supporting school units to complete payment records in accordance with regulations.
Along with the implementation plan, the tour schedule is also attached with the announced tour price of 11.4 million/person.
According to the 5-day travel plan, the group only has 1 morning to work at 2 schools in Ha Giang city. The remaining time of the schedule, the group will visit famous places in Ha Giang and then continue traveling to Cao Bang province.
The District People's Committee approved and then requested a temporary suspension.
Despite the "play more than study" plan, on May 13, the People's Committee of Vinh Cuu district still issued a document approving the policy of organizing the above experience-learning group from the Department of Education and Training.
On May 20, after receiving feedback, the People's Committee of this district issued a document temporarily suspending the organization of the Experience Study Group. It is worth noting that the reason for the suspension was not due to the content and purpose of the trip but due to another reason.

Vice Chairwoman of the district Nguyen Thi Dung signed the document stating: "Currently, agencies and units are urgently implementing the contents related to the project of rearranging and reorganizing administrative units at all levels and building a model and organizing a 2-level local government".
Therefore, the District People's Committee requested the Department of Education and Training to organize and deploy to schools the suspension of plans to organize experiential learning using allocated funds.
This authority requires units to focus on performing tasks related to the arrangement and reorganization of administrative units at all levels and the evaluation and summary of the school year to prepare for the next school year; at the same time, complete the records and documents well, and hand over them within the prescribed time.
According to the leader of this district, learning from the experiences of agencies and units will be considered and implemented after stabilizing and organizing the apparatus at the new unit according to the provisions of law.
Previously, Phu Tan district, Ca Mau province also organized 3 district-level agencies to study experiences outside the province before ending the activity of creating public opinion in society.
