State Treasury deposits at BIDV, Vietcombank, VietinBank highest in 5 years

(Dan Tri) - The State Treasury deposited more than VND 379,000 billion at BIDV, Vietcombank, and VietinBank, more than 4 times higher than the same period last year and the highest level since 2020.

State-owned banks including BIDV , Vietcombank, and VietinBank have all announced their consolidated financial statements for the first quarter of 2025. According to the report, the total balance of deposits of the State Treasury at these banks in the first quarter continued to increase.

Specifically, BIDV - the bank that the State Treasury often "chooses to deposit money" the most, recorded a balance of deposits with the Treasury by the end of the first quarter of this year of VND130,686 billion. Of which, VND126,200 billion is term deposits and VND4,486 billion is non-term deposits.

At the end of last year, the State Treasury's deposits here were VND143,906 billion. Thus, after 3 months, the State Treasury's deposits at BIDV have decreased. However, compared to the first quarter of 2024, the State Treasury's deposit balance here still recorded an increase of 2.87 times.

Following BIDV is VietinBank with the State Treasury's deposit of VND 144,771 billion in payment deposits, nearly 7 times higher than at the end of 2023. This balance has increased by VND 79,461 billion compared to the previous quarter of more than VND 65,000 billion.

VietinBank continued to rank second in terms of State Treasury deposits with VND 127,049 billion as of the end of March, down 12.2% after 3 months, but this balance still increased by VND 81,602 billion compared to the first quarter of 2024.

Meanwhile, Vietcombank received VND 121,318 billion from the State Treasury, of which VND 118,700 billion was term deposits and nearly VND 2,618 billion was non-term deposits. The balance of State Treasury deposits at Vietcombank increased by 1.56 times compared to the end of 2024 and more than 36.5 times higher than the same period in 2024.

The total deposit balance of the State Treasury at the group of 3 state-owned banks including Vietcombank, VietinBank and BIDV at the end of March was VND 379,053 billion, more than 4 times higher than the same period in 2024. This is also the highest deposit level of the State Treasury since 2020.

In the previous two quarters, the total deposits of the State Treasury at these three banks were VND367,000 billion and VND115,000 billion, respectively. Agribank has not yet announced its financial report for the first quarter of this year.

To maximize the benefits from idle funds, the State Treasury often deposits payment (non-term) and term funds at commercial banks. This is a good source of capital that many banks desire, but not all units have access to it.

The process of "choosing a bank to deposit money" for the State Treasury at banks is not simple. First, the State Bank evaluates the safety and efficiency of operations. Then, the Ministry of Finance - the governing body - continues to set out criteria for filtering.

According to regulations, banks must bid publicly to receive term deposits from the State Treasury. The selected bank must be on the list of banks with high safety levels provided by the State Bank.

From this list, the State Treasury will evaluate again, based on the criteria in Circular 64/2019 on the State treasury management regime prescribed by the Ministry of Finance. The criteria include the scale of total assets, total equity, bad debt compared to outstanding credit; business performance. These criteria are calculated by weight.

Through these evaluation rounds, banks will participate in bidding, and banks that pay high interest will be given priority. The criteria of total assets and equity account for 80% of the evaluation weight. Therefore, banks with State capital have a distinct advantage.
