A social housing project in the province has been completed and put into use.
High demand , slow implementation
According to statistics, by 2030, Long An will need about 119,000 social housing units and this number is expected to increase to 159,000 units by 2050. This is a big challenge for a locality with a high rate of industrialization and a large labor force from other provinces.
To meet that need, the province has issued a Project on Social Housing Development to 2025, with a vision to 2030, with the specific goal of completing 22,500 units by 2025 and 71,250 units by 2030.
Despite many efforts, in the context of general difficulties, the Government has adjusted the target assigned to Long An in 2025 down to 2,000 units according to Decision No. 444/QD-TTg, dated February 27, 2025. To achieve this number, more drastic participation from both the political system and the business community is needed.
However, the current progress is still modest. The whole province has only 7 completed social housing projects with 1,884 units, serving about 8,000 people. In the first 6 months of 2025, the province also started 2 new projects with a scale of 1,347 units, an area of 17.41 hectares.
Director of Long An Department of Construction - Dang Hoang Tuan frankly acknowledged and pointed out some current problems. That is, the compensation and site clearance work in many places is still slow due to the lack of determination from local authorities and investors.
Although administrative procedures in construction investment have been improved and shortened, the time for investment preparation, site clearance compensation, procedures, land allocation time, appraisal and approval of planning and projects is still prolonged.
Groundbreaking of a social housing project
According to Mr. Dang Hoang Tuan, reality shows that some shortcomings in legal regulations and preferential policies in the development of social housing are not complete and specific, so investors are not bold enough to invest, and have not created a significant difference compared to the commercial real estate market.
In addition, many businesses are still hesitant to invest in this segment due to the lack of practical support such as access to preferential loans, tax exemptions, and shortened project approval time. Investors have not paid due attention to the implementation of social housing projects.
Synchronously implement many solutions to overcome difficulties
In order to overcome the above difficulties, the province has proactively issued many support policies. Notably, Resolution No. 15/2024/NQ-HDND, dated October 15, 2024, on the mechanism to support the implementation of social housing investment projects. On that basis, the Department of Construction has advised on implementing solutions focusing on clearly identifying land funds and detailed planning of social housing areas, with priority given to areas with rapid urbanization.
A social housing design
In particular, on May 29, 2025, the National Assembly passed Resolution No. 201/2025/QH15 on specific mechanisms and policies for social housing development. This is a positive signal, paving the way for the province to remove bottlenecks, accelerate investment progress and implement large-scale social housing projects.
According to Mr. Dang Hoang Tuan, in the coming time, the focus will be on key areas such as Can Giuoc, Duc Hoa, Ben Luc, where there are a large number of workers and laborers and the demand for social housing is very high. The Department of Construction has proposed a number of key solutions.
That is to effectively deploy and synchronize the pilot mechanisms and policies for social housing development stipulated in Resolution No. 201/2025/QH15, dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development. This is a very important basis for specific mechanisms and policies to accelerate the progress of social housing development that departments, branches and localities need to focus on implementing.
In addition, focus on urging project investors to synchronously and quickly implement investment procedures to ensure conditions for construction commencement in 2025 and the following years after Decision No. 444/QD-TTg and the approved Social Housing Project.
In the last 6 months of 2025, the Department of Construction will coordinate with departments, branches and localities to complete investment procedures for investors to start 5 projects, with a scale of 21.5 hectares, equivalent to 3,526 apartments. Speed up procedures for selecting investors for concentrated social housing projects in districts preparing for implementation, including independent social housing projects.
Focus on speeding up the planning process (master planning, zoning planning, detailed planning) to soon complete the procedures for approving investment policies for concentrated social housing areas and organize bidding to select investors according to regulations.
For localities with strong industrial development such as Duc Hoa, Duc Hue, Ben Luc, Can Giuoc, Tan An and Thu Thua, focus on reviewing planning and implementing the construction of concentrated social housing areas with synchronous technical and social infrastructure.
From the beginning of 2025 to now, the province has started construction on 2 social housing projects.
The Department of Construction, together with departments, branches and local People's Committees, must have specific solutions, giving priority to shortening administrative procedures in handling appraisal, approval and planning adjustment records, land allocation procedures, land lease procedures, site clearance, investment procedures, construction, land, environment, fire prevention and fighting, etc.
Any content that needs coordination must be proactively resolved, any content that is beyond the authority must be promptly reported and proposed to the Provincial People's Committee for consideration and direction to support and encourage businesses to quickly and effectively implement investment in project construction, create supply for the market and take advantage of preferential loans for social housing development from the Government.
“Along with that, from July 1, 2025, the two-level local government will come into operation, so the Department of Construction will advise the Provincial People's Committee on decentralization and assignment of tasks to provincial and commune-level agencies in the field of construction to transfer tasks from the district level to the commune level according to Government regulations” - Mr. Dang Hoang Tuan informed./.
