Many changes in the work of assisting people with disabilities

In the 2021-2025 period, the Program to support people with disabilities in Tay Ninh province has created many important changes, contributing to improving the quality of life, expanding access to health services, education, livelihoods and social environment for people with disabilities. However, the implementation process still faces many difficulties, posing new requirements for the 2026-2030 period.

Immediately after the Prime Minister approved the Program to support people with disabilities for the period 2021-2030, the People's Committee of Tay Ninh province issued a long-term and annual implementation plan; at the same time, established the Working Committee on People with Disabilities at the provincial and district levels. The Department of Health (formerly the Department of Labor, War Invalids and Social Affairs) plays a permanent role, presiding over the guidance and inspection of the program's implementation.

In 5 years, the province allocated 3,620 million VND to implement the program's activities; at the same time, it spent an average of more than 878 billion VND/year on social subsidies for more than 65,000 people with severe and extremely severe disabilities. In addition to the State budget, the province also promoted socialization, mobilizing organizations, individuals and businesses to support assistive devices, livelihoods and improve facilities.

Tay Ninh has screened nearly 2,000 children, intervened for more than 1,300 children, and provided 258 integrated learning support tools. The rehabilitation system has been strengthened down to the commune level, with 100% of health stations having staff in charge of rehabilitation.

In the field of education , the province maintains full policies on tuition exemption and reduction, supporting learning costs for disabled students; training on special education for more than 700 preschool teachers and providing specialized training for 41 teachers. The Provincial School for the Disabled has been invested with more than 8 billion VND to upgrade facilities.

The province also organized many vocational training classes, supported interest-free loans, provided non-refundable capital, donated breeding cows, etc., with more than 692 disabled people receiving livelihood support. Ensuring access to public works and means of transport was focused on; communication on policies and rights of disabled people was deployed through many channels.

The State Legal Aid Center provides more than 100 free legal aid cases; cultural and sports activities for people with disabilities are maintained regularly. The Provincial Women's Union supports more than 27,000 cases of women with disabilities in accessing livelihoods and social services.

Despite many achievements, the program still faces limitations. Some vocational training and employment targets have not been met; resources are limited; management data is updated manually; subsidy levels are low compared to minimum needs; few businesses accept workers with disabilities; and the inferiority complex of some people with disabilities remains a barrier.

In the 2026-2030 period, Tay Ninh aims to continue improving the effectiveness of support for people with disabilities, focusing on perfecting policies, promoting digital transformation in data management, expanding early intervention and community rehabilitation services, enhancing socialization and improving the capacity of teams working with people with disabilities./.
