On the afternoon of April 21, the seminar "Real Estate Brokerage Certificate: Where are the problems, how to solve them?" held in Hanoi raised many issues surrounding the real estate brokerage certificate.
This problem has existed for a long time, practitioners are stuck between the expectation of complying with the law and the reality of no clear path and still "strain" to practice.
At the workshop, Dr. Nguyen Van Dinh, Chairman of the Vietnam Association of Real Estate Brokers (VARS), said that 89% of brokers do not have a practice certificate. Of these, 51.8% have not been trained, 24.1% have been trained but have not taken the certification exam, and 12.8% have a certificate but it has expired. Only 11.3% currently possess a valid certificate. This situation has caused more than 400 brokerage businesses to report a shortage of qualified personnel, directly affecting the operational capacity and recovery of the real estate market.
Meanwhile, 93% of those surveyed said they were willing to take the exam, showing the interest and high sense of law compliance from the profession. This is an important basis for organizing a systematic and transparent exam, in order to expand opportunities for learners and reduce pressure on each locality.
Dr. Nguyen Van Dinh pointed out that the main reason leading to the "congestion" is the delay in issuing examination guidelines from management levels. Although the Law on Real Estate Business stipulates that the People's Committees of provinces and cities are responsible for organizing, in reality, many localities have not yet implemented it.
In that context, Dr. Nguyen Van Dinh said that it is necessary to create favorable conditions for real estate brokers to have "the opportunity to practice according to regulations". Before inspecting and checking... let's create practical, specific and feasible solutions to help tens of thousands of brokers who are stuck due to lack of legal policies.
Sharing the same view, Mr. Phan Duc Hieu, member of the National Assembly's Economic and Financial Committee, emphasized that this is an important issue related to law enforcement. "I hope that after this conference, the organizing committee will collect recommendations and send them to the relevant authorities. This is also an issue of special concern to the National Assembly," Mr. Phan Duc Hieu affirmed.
Speaking on the sidelines of the workshop, Dr. Tran Xuan Luong, Deputy Director of VARS IRE, said that up to 88% of learners do not know which agency is responsible for organizing the exam in the localities. The delay in organizing the exam is not only a technical problem, but also an "operational bottleneck", which can lead to stagnation in the recovery of the real estate market if not resolved promptly. If localities continue to wait for instructions or are afraid of responsibility, the assessment exam will only exist on paper...
Within the framework of the Workshop, VARS IRE Institute announced the training program framework, fostering knowledge of real estate brokerage and trading floor management; signed strategic cooperation agreements with three typical enterprises in the real estate sector including: VNR Group, Four Home and Tam Thanh Group. These are all reputable units with extensive experience in real estate development, distribution and consulting.
