Growth based on knowledge and technology
Innovative thinking, development aspirations and national self-reliance – the spirit reflected in the contents of the documents of the 14th National Congress of the Communist Party of Vietnam has received the consensus and support of a large number of intellectuals, experts, businessmen and overseas Vietnamese.
The content that overseas Vietnamese and Vietnamese intellectuals appreciate most in this draft document is the shaping of a new, fast and sustainable growth model, with science , technology, innovation and digital transformation as the main driving force.
According to Dr. Pham Thi Thanh Loan, General Director of Viet - Viet Quang Dong Tourism and Trade Services Company Limited, this is a strategic thinking that is in line with the development trend of the times, especially in the context of the Fourth Industrial Revolution which is having a profound impact on all aspects of economic and social life.
The identification of this key driver demonstrates a strong determination to shift from a growth model based on capital and low-cost labor to one based on knowledge, technology and high-quality labor productivity. The connection between technological breakthroughs and three key institutional pillars (socialist-oriented market economy, socialist rule-of-law state and socialist democracy) creates a comprehensive framework for breakthrough development.
Affirming the correctness of choosing a new growth model with technology and digital transformation as the pillars, Dr. Nguyen Quoc Hung, Vice President of the Union of Vietnamese Organizations in Russia, said that in the field of science and technology, the Congress documents both demonstrate breakthrough thinking and demonstrate sustainable development, ensuring social equity. According to him, it is important to clarify the role of science and technology and digital transformation in the new growth model.
Meanwhile, Dr. Phan Bich Thien, member of the Central Committee of the Vietnam Fatherland Front and Chairwoman of the Vietnamese Women's Forum in Europe, said that there should be a breakthrough mechanism in investment in research and development (R&D), encouraging the formation and expansion of high-tech enterprises, and developing regional innovation startup centers, especially in localities with great potential for young human resources.
Dr. Nguyen Thai Chinh, majoring in Earth Sciences, Satellite Geodesy, Member of the Vietnam-Germany Innovation Network (VGI), affirmed that the Party and State's policy of breaking through to develop a number of research-oriented higher education institutions into centers of science, technology and innovation on par with advanced countries is "a completely correct policy". According to him, Vietnam should invest in a focused manner, not invest in a mass scale. First of all, it is necessary to choose the right training profession and the right training institution, then from there, propose appropriate orientations and policies to upgrade these educational institutions.

Dr. Phan Bich Thien emphasized that green economy and circular economy must be considered not only as a trend but also as a mandatory strategic choice to respond to climate change and create new growth space. Meanwhile, Dr. Nguyen Thai Chinh proposed that the draft Action Program should further emphasize the orientation of developing green economy and green energy - considering this as a pillar of the national development strategy in the new period.
In particular, it is necessary to clearly identify the role of pioneering technology fields such as green hydrogen, along with promoting green architecture, greening roofs and walls, to form adaptive, sustainable urban spaces in harmony with nature.
With the view that human resources are the most important resource, Vietnamese experts, intellectuals and businessmen abroad focused on making many proposals and recommendations to promote education, training and improve the quality of Vietnamese human resources in the new period.
In Dr. Phan Thi Bich Thien's proposal, human resource transformation should be emphasized as one of the three strategic pillars in the new period, along with green transformation and digital transformation, to realize three fundamental values: National independence - Self-reliance - Humanity as the basis for sustainable development.
According to her, more specific policies and goals are needed to build a modern vocational education system that is closely linked to business needs and meets skill standards in the global value chain, in which highly skilled vocational human resources must be identified as a pillar of the national human resources, not secondary to universities.
While the document emphasizes the development of high-quality human resources and talent attraction, Dr. Pham Thanh Loan believes that it is necessary to clarify specific and outstanding mechanisms to turn the policy into reality. For example, there should be truly attractive remuneration policies, a scientific working environment and a strong autonomy mechanism for research institutes and universities to attract and retain leading scientists, including Vietnamese people living abroad.
Stating that in the digital transformation era, knowledge education is the foundation for creating high-quality human resources, Dr. Heng LiHong, Permanent Vice President and General Secretary of the Vietnam-Cambodia Business Association (VCBA), proposed three key contents for educational development: Improving the quality of real learning, practice, and training human resources with practical capacity; reducing the disease of achievements and formal degrees, organizing transparent exams, selecting the right talent; and comprehensively investing in the teaching staff, considering this a decisive factor for the success of educational innovation.
It can be seen that, from the perspective of Vietnamese intellectuals, experts and businessmen abroad, the Draft Document of the 14th National Congress is a document with a correct and aspirational vision, with a clear orientation, harmoniously combining inheritance and breakthrough.
The comments and contributions aimed at supplementing and clarifying specific mechanisms, tools and roadmaps to realize strategic goals are all with the hope of helping the Document truly become a guiding torch, gathering the combined strength of the entire nation in the work of building and developing the country in the new period.
As Dr. Pham Thi Thanh Loan shared, if approved and effectively implemented, with the consensus of the entire Party, people and army, the Document will create a strong driving force for Vietnam to develop rapidly and sustainably, successfully achieving the goal of "rich people, strong country, democracy, equality, civilization", and firmly moving towards socialism in the new era.
