Comments on documents: Need to perfect the medical model in industrial parks and export processing zones

Without early, synchronous and specialized solutions, the healthcare system in industrial parks will find it difficult to meet the growing speed of production and the increasing scale of labor.

Currently, Bac Ninh province has 35 industrial parks with a total planned area of ​​10,495.86 hectares, attracting about 552,000 workers, including more than 21,000 foreign workers. This is a large production force, contributing significantly to making Bac Ninh become the leading industrial-electronic center of the country.

Therefore, when contributing ideas to the draft documents of the 14th National Party Congress, Director of the Medical Center of Industrial Parks of Bac Ninh province Nguyen Huu Son expressed special interest in the orientation of medical models in industrial parks, export processing zones, and high-tech zones.

He said that if there is no early, synchronous and in-depth solution, the healthcare system in industrial parks will find it difficult to meet the growing speed of production and the increasing scale of labor.

The large scale of labor also puts a lot of pressure on medical work. Although in recent times, the Medical Center of Industrial Parks of Bac Ninh province has implemented many programs to inspect and monitor labor hygiene, regular health check-ups, occupational disease prevention, and ensure food safety in collective kitchens, in reality, there are still many problems. The nature of industrial work, high intensity, and long overtime make many workers have no time to take care of their health, only going to the hospital when the condition is serious. Meanwhile, the emergency and medical response system in enterprises is not synchronized, equipment is lacking, and medical staff is thin.

Many businesses have not organized health check-ups before assigning workers to heavy and hazardous positions; have not developed emergency response plans; have not signed medical support contracts or provided first aid training for safety and hygiene staff. The grassroots medical network in businesses is still weak, most of which only provide initial first aid, and do not have the capacity to examine and treat patients or detect and manage occupational diseases. The connection and sharing of workers' health records with health agencies has not been implemented, causing many limitations in disease monitoring and prevention.

Not only Mr. Nguyen Huu Son, many cadres, party members and workers are very concerned about the above issue, especially in the context of merging the two provinces of Bac Giang and Bac Ninh into the new Bac Ninh province, becoming the "industrial capital" of the country. The locality faces a big challenge in taking care of the health of more than half a million workers working in industrial parks.

The Bac Ninh Department of Health has proposed to the Provincial People's Committee to request approval to develop a "Project to improve the capacity to manage workers' health and provide medical services in industrial parks in the period 2025-2030."

The project aims to strengthen and modernize the industrial park health system, strongly apply information technology, digital transformation in managing workers' health, create electronic health records and build a smart health management model connecting businesses, workers and health agencies.

The key contents of the project include: Investing in and upgrading facilities and medical equipment for medical centers in industrial parks, ensuring synchronous and modern operations; improving the quality of periodic health check-ups, early detection and management of occupational diseases; training a team of medical staff specializing in occupational medicine and occupational diseases, meeting the needs of medical examination and treatment in industrial environments; strengthening communication, first aid training, occupational safety and hygiene, epidemic prevention and food safety.

This project is assessed to be consistent with the National Strategy for protecting, caring for and improving people's health until 2030, with a vision to 2045, as well as the Party's programs and resolutions on sustainable development and social security.

If implemented, the Project will not only help workers receive comprehensive health care and management, but also contribute to improving productivity, reducing work-related accidents, and increasing workers' attachment to a safe and civilized working environment.

From that reality, Mr. Nguyen Huu Son expressed his opinion that the draft documents of the 14th Party Congress need to accelerate the completion of the healthcare model in industrial parks, export processing zones, and high-tech zones.

He expressed his confidence: “When the industrial park health system is digitized and data is connected, Bac Ninh will form a modern health management model that can provide early warnings of occupational disease risks, environmental pollution or epidemics. That is an important foundation to protect workers, a key factor for sustainable growth”./.
