According to the assessment, Ha Nam has a lot of potential for tourism development that not every locality in the Red River Delta has. That is, Ha Nam has a favorable geographical location, located on the North-South corridor axis, an important gateway of the provinces in the Red River Delta and the southern provinces to Hanoi; is a locality with quite rich, diverse and relatively unique natural tourism resources. Ha Nam's diverse terrain creates unique landscapes with famous domestic landscapes. In particular, the dense river and lake system with the poetic beauty of the Red River, Day River, Doi Mountain - Chau River, ... along with the typical lowland agricultural ecosystem are unique features, with high attractiveness in the current tourism development trend.
In addition, Ha Nam also has diverse and rich humanistic tourism resources with the preservation and promotion of traditional cultural values of quite prominent historical relics, such as: Tran Thuong Temple (Ly Nhan); Lanh Giang Temple, Long Doi Son Pagoda (Duy Tien); Ba Danh Pagoda, Truc Temple (Kim Bang)..., and a system of typical festivals that have been deeply rooted in the cultural and spiritual life of the people, such as: Tich Dien Festival, Tran Thuong Temple's Salary Offering Ceremony, Lanh Giang Temple Festival, Doi Pagoda Festival... along with typical traditional craft villages, bearing the identity of folk culture and typical culinary culture. Ha Nam is also known as the "land of mandarinate" with famous figures in national history, such as: Tam Nguyen Yen Do Nguyen Khuyen, Writer and martyr Nam Cao... These names are associated with tourist attractions imbued with Dong Chiem culture such as: Nguyen Khuyen Temple (Vi Ha village, Trung Luong commune, Binh Luc) or Writer and martyr Nam Cao Memorial Area (Hoa Hau commune, Ly Nhan)...
Ha Nam's tourism resources are distributed quite concentratedly, easily accessible, and conveniently connected with famous tourist destinations in the country, such as: Huong Pagoda (Hanoi), Bai Dinh Pagoda, Hoa Lu (Ninh Binh), Tran Temple (Nam Dinh)... With an infrastructure system closely linked and invested in relatively synchronously with the national infrastructure system, Ha Nam has an important foundation to promote investment in tourism development.
Although having great potential advantages for tourism development, to develop tourism into a spearhead economic sector, Ha Nam has faced many challenges and difficulties. Implementing the Tourism Development Plan, Ha Nam has quickly seized the opportunity to benefit from the policies and strategies for developing the Hanoi region and the general infrastructure and environmental development plans; national policies on improving the investment environment; the province's basic plans on socio-economic development, transportation, and environment have been implemented, creating good opportunities for tourism.
Although the development of tourism in Ha Nam is not as rapid as in Ninh Binh, Hai Phong, Quang Ninh provinces..., it has taken systematic and steady steps. Based on the main orientations in developing the tourist market; tourism products; ways of organizing tour spaces, routes, areas, tourist spots; developing tourism clusters... Ha Nam has focused on building many policies and mechanisms on tourism development; implementing solutions to diversify and improve the quality of tourism products; promoting and advertising tourism; promoting investment; linking economic sectors and localities; mobilizing resources to create a breakthrough in tourism development.
The Tam Chuc Tourist Area investment project is one of the important projects, creating connections and developing tourism in the southern Red River Delta, especially for the provinces and cities of Hanoi, Ha Nam, and Ninh Binh. This is the connecting point of the large spiritual tourism chain in the region, including Huong Pagoda (Hanoi) - Tam Chuc (Ha Nam) and Trang An - Bai Dinh (Ninh Binh). It is a potential location for developing main tourism products: lake tourism, resort tourism, mountain climbing tourism, sports and entertainment. With the goal of building a technical infrastructure system for Tam Chuc Tourist Area to meet the scale of a national key tourist area, attracting 5.4 million visitors each year. Here, a series of major events of the province and the country have been successfully organized. Starting with the United Nations Day of Vesak in 2019, followed by the Ha Nam Culture and Tourism Week in 2023, the Vietnam - Japan traditional cultural exchange program to celebrate the 50th anniversary of the establishment of Vietnam - Japan diplomatic relations. In particular, with the successful organization of the Ha Nam Province Tourism Development Investment Promotion Conference with the theme "Ha Nam - Connecting Journey" on May 19, 2023 at Tam Chuc Tourist Area, Ha Nam has become the first province in the country to implement Resolution No. 82/NQ-CP dated May 18, 2023 of the Government on key tasks and solutions to accelerate recovery and accelerate effective and sustainable tourism development in the direction of "Unique products - Professional services - Convenient and simple procedures - Competitive prices - Clean and beautiful environment - Safe, civilized and friendly destinations"... contributing to creating a breakthrough in socio-economic development for Ha Nam province in particular and the whole southern Red River Delta region in general. With synchronous investment, the project construction progress is accelerated, striving to 2030, Tam Chuc Tourist Area will be recognized by UNESCO as a World Cultural and Natural Heritage and will create more opportunities and motivation for Ha Nam tourism to develop.
Along with that, according to Mr. Mai Thanh Chung, Director of the Department of Culture - Sports and Tourism, currently, localities in the province are reviewing, establishing and adjusting plans for the development of historical and cultural relics and craft villages, as a basis for attracting investment in tourism development in the direction of linking into intra-provincial and inter-provincial tourism - service chains: Lanh Giang temple - Nha Xa silk weaving village; Doi Son pagoda - Doi Tam drum craft village (Duy Tien town); Ba Danh pagoda - Quyet Thanh pottery craft village (Kim Bang);... At the same time, research and build a roadmap to connect with major tourist hubs of the country for promotion; combine with major travel agencies in exploiting and organizing new and attractive tours to the province; combine with key tourist areas of the Red River Delta to form unique cultural and spiritual tourism axes along main routes, such as: Bai Dinh - Trang An - Tam Chuc, Huong Pagoda - Tam Chuc, the route connecting two special national relics, Tran Thuong Temple (Ha Nam) and Tran Temple Historical - Cultural Relic Site (Nam Dinh); promote the development of community tourism, eco-tourism, craft villages, encourage craft villages to produce souvenirs and local specialties; implement the program of digitizing heritage, applying technology in tourism development at some typical relics in the province...
With its rich and unique cultural and historical values, for the first time, Ha Nam was honored by the World Travel Awards as the “World’s Leading Local Cultural Destination 2023”. In 2024, Ha Nam successfully surpassed many other famous candidates, such as: Bandar Seri Begawan (Brunei), Bohol (Philippines), Flores (Indonesia), Koh Kood (Thailand), Melaka (Malaysia), Morioka (Japan), Okinawa (Japan), Phnom Penh (Cambodia), Sumba Island (Indonesia) and Taipei (Taiwan, China) to win the title of “Asia’s Leading Emerging Destination” at the World Travel Awards Asia and Oceania ceremony.
To develop sustainable tourism, Ha Nam is determined to overcome difficulties and create attractiveness for investors. To do this, Mr. Mai Thanh Chung, Director of the Department of Culture, Sports and Tourism, said that it is necessary to continue to effectively implement the Master Plan for the development of culture, sports and tourism in Ha Nam province until 2030, with a vision to 2050; organize the implementation of planning and manage planning to ensure the sustainability of tourism resources and the tourism environment. At the same time, develop detailed plans for new tourist areas and destinations and review and supplement the plans of approved tourist areas and destinations; advise on the development and promulgation of mechanisms and policies to encourage socialization to create an attractive investment environment, attracting non-budgetary capital sources to invest in tourism and service development.
Immediately after the Covid-19 pandemic was brought under control, the Government allowed tourism to reopen from March 15, 2022, Ha Nam welcomed an unprecedented number of tourists to famous tourist destinations. Many major cultural and artistic events of national and international significance were held in the province for the first time, creating opportunities for domestic and foreign tourists to know Ha Nam and experience traditional and emerging tourism products. The success and attractiveness of major cultural and artistic activities during the Ha Nam Culture - Tourism Week 2023 not only strengthens the Vietnam - Japan cooperation and exchange relationship but also opens up many opportunities to promote and boost tourism for Ha Nam province.
At the Ha Nam Tourism Promotion Conference, Mr. Watanabe Shige, Deputy Ambassador, Embassy of Japan in Vietnam shared: I think that Ha Nam province is a locality with strengths in the tourism sector, such as: being a convenient location to access and develop regional tourism, and having great tourism resources such as Tam Chuc Tourist Area and many other famous landscapes and tourist destinations. And, I also learned that Ha Nam province is aiming for the number of tourists visiting Ha Nam to reach 4 million per year by 2025, including 490,000 international visitors... With many current solutions, policies, and open mechanisms of the Vietnamese Government in general and Ha Nam province in particular, I personally firmly believe that Vietnam, including Ha Nam province, will become the leading destination for investors operating in the tourism sector... On behalf of the Japanese Government, the Japanese Embassy in Vietnam has committed that the Government and Japanese enterprises will coordinate and actively work to increase the number of Japanese tourists to Ha Nam in particular and Vietnam in general in the coming time.
It can be said that the cooperation with Japan in tourism development is a breakthrough, creating the premise and promising to further expand the relationship and cooperation for Ha Nam with foreign partners in particular and investors in the tourism sector in general. These are considered "golden opportunities" for Ha Nam province to promote and advertise domestic and foreign tourism markets in terms of destinations, tourism products and services; coordinate research on products and routes, tourist destinations; organize educational, cultural, sports and tourism events.
Committing to investors and scientists, Chairman of the Provincial People's Committee Truong Quoc Huy affirmed: To attract investors and create favorable conditions for tourism development, Ha Nam will continuously improve the investment and business environment and enhance competitiveness; especially building policies and mechanisms to encourage businesses and people to invest in tourism development, new tourism products with Ha Nam tourism characteristics, attracting domestic and foreign tourists; creating favorable conditions, prioritizing investment in tourism human resource development. Supporting, connecting and encouraging organizations and individuals to train and foster tourism human resources in the province; organizing market research, collecting information and trends of tourists; building tourism promotion and advertising programs suitable for each stage and target group, especially international tourist markets; promoting digital transformation, applying science and technology in management, promotion and development of the tourism sector.
According to the assessment of the Ministry of Culture, Sports and Tourism, the infrastructure system, tourism facilities and technical facilities of Ha Nam are constantly being invested in with international scale and standards, such as: Tam Chuc Tourist Area; 12 tourist areas and spots in the area have been recognized as "Tourist Areas and Spots" according to regulations; Kim Bang Golf Course, Tuong Linh Golf Course and many tourist attractions are being invested and exploited; the whole province has more than 200 accommodation establishments and restaurants, shopping areas... not only meeting the needs of domestic and international tourists, but also capable of hosting large-scale international events. Ha Nam tourism products and services have been increasingly improved in terms of quality, diversified and rich with many new attractive and unique product lines, such as: cultural - spiritual tourism, MICE tourism, golf tourism... attracting domestic and foreign tourists.
In the first 9 months of 2024, Ha Nam welcomed over 4.2 million visitors, an increase of 6.8% over the same period in 2023, of which international visitors were estimated at 109,000. Total revenue from tourists is estimated at nearly 3,300 billion VND, an increase of 6.6% over the same period in 2023. In October 2024, the People's Committee of Ha Nam province held the 2024 Investment Promotion and Tourism Development Conference at Tam Chuc Tourist Area with the presence and participation of many domestic and international delegates. Notably, at the conference, the People's Committee of Ha Nam province signed a cooperation agreement on tourism development, awarded decisions and investment certificates to investors in this field...
