The new Ninh Binh province after the merger will have rare advantages.
Speaking at the recent Ha Nam Province Tourism Development Investment Promotion Conference 2025 , Associate Professor, Dr. Tran Dinh Thien - Former Director of the Vietnam Economic Institute - assessed that compared to 10 years ago, Ha Nam has had different developments.

"Ha Nam has turned around its development from a poor province, which is most evident in the tourism sector. For example, the Tam Chuc pagoda area has now transformed from a mountainous area into a sacred land. With Ha Nam's way of "turning the situation around" for development, not every province can do it," he assessed.
The former director of the Vietnam Economic Institute pointed out that the tourism potential from the religious and historical veins of the new Ninh Binh province (merging Ha Nam, Nam Dinh, Ninh Binh) is "rare".
With pagodas and relics in the area, the three provinces after the merger will become important international religious tourism coordinates, and at the same time be a historical land associated with the Dinh and Tran dynasties.
"These strengths can create "invincible" competitiveness," Mr. Thien emphasized.
Sharing the same view on the potential of the three provinces after the merger, Mr. Bui Van Manh - Director of Ninh Binh Province Department of Tourism - said that the new Ninh Binh province has a lot of potential thanks to convenient traffic connections, long-standing historical and cultural traditions with 5,000 relics, 20,000 hotel rooms...
All three provinces have a position on the tourism map. Of which, Ha Nam is an emerging destination, Ninh Binh is a destination with a strong brand on the domestic and regional tourism map, highly appreciated by tourists and many international travel websites. Nam Dinh has great tourism potential in terms of culture, ecology and sea, but the level of development is still modest.
However, Mr. Manh also frankly admitted the limitations of tourism in the three provinces such as the traffic routes connecting the tourist destinations of the three provinces are still fragmented, and the tourism human resources of the three provinces are basically weak and lacking.
"Tourism products are still repetitive, monotonous, not diverse, lacking quality tourism products and services with cultural depth of each locality," Mr. Manh commented.
New tourism products attract high-end customers
Sharing about the orientations of Ha Nam tourism in the coming time, Mr. Nguyen Van Chuc, Permanent Vice Chairman of Ha Nam Provincial People's Committee said that according to the plan, Ha Nam will have 4 golf courses, turning sports tourism, especially golf tourism, into a new and classy product, attracting high-class domestic and international tourists.
In addition, Ha Nam aims to develop rural tourism, based on effectively exploiting traditional cultural values and typical landscapes of the Northern countryside.
Thereby contributing to the shift of economic structure from agriculture to services, creating local jobs, improving income and quality of life for people.
To effectively exploit and promote the tourism potential and strengths of the three localities, Mr. Bui Van Manh proposed building a common tourism brand of the three provinces of Ha Nam, Nam Dinh, and Ninh Binh at the national and regional level and becoming the leading cultural, resort, and event tourism destination in Vietnam.

Director of Ninh Binh Department of Tourism suggested that 3 provinces can plan and reorganize tourism development space.
"I think we should continue to maintain and develop the tourism brand "Ninh Binh", combined with the images of typical destinations such as: Tam Chuc - Tran Temple - Phu Giay - Thinh Long Beach - Giao Thuy to build a comprehensive, multi-faceted, rich-in-identity brand, characterized as a 4-season tourist destination with many types and tourism products", the Director of Ninh Binh Department of Tourism proposed.
Meanwhile, Mr. Tran Dinh Thien assessed that the tourism resources of the new Ninh Binh province (merging Ha Nam, Nam Dinh, Ninh Binh) will be a potential resonance to attract tourists from Tam Chuc Pagoda, Bai Dinh Pagoda and other historical relics, which can be expanded in combination with Hanoi to form a tourism chain to Huong Pagoda.
Statistics show that in 2024, Ha Nam province welcomed 4.7 million visitors, with tourism revenue reaching nearly VND3,700 billion. In the first 5 months of 2025, the locality welcomed nearly 6 million visitors, with revenue of nearly VND4,500 billion.
In particular, for two consecutive years (2023 and 2024), Ha Nam was honored by the World Travel Awards with the titles: "World's Leading Local Cultural Destination", "Asia's Leading Emerging Tourist Destination" and was awarded the Special Achievement Award.
Previously, on May 29, the seminar "Tam Chuc - Tourism products in the saturated era" was also held at Tam Chuc Tourist Area.
Mr. Nguyen Duc Nguyen, Director of Ha Nam Tourism Promotion Center, said that Tam Chuc tourist area has been planned to become a national tourist area. This place is not only a tourism symbol of Ha Nam but also contributes to making this province an attractive destination on the tourism map of Vietnam.
In order to promote the advantages and potential of Ha Nam, Mr. Nguyen Tuan Anh, Vice President of Hanoi Unesco Travel Club (HUTC) said that this unit is forming a tourism product "Ha Nam 2 days" to be deployed on weekends from now until the end of September.
