Regulations on economic and technical norms for anti-doping services in sports activities

The Ministry of Culture, Sports and Tourism issued Circular No. 08/2025/TT-BVHTTDL dated June 2, 2025, regulating economic and technical norms for anti-doping services in sports activities.

Circular regulating economic and technical norms for anti-doping services in sports activities using the state budget, including the following activities: Anti-doping training and communication; Doping sampling and testing; Activities of anti-doping councils.

The subjects of application are Agencies and organizations using the state budget to provide public career services; Other agencies and organizations related to the implementation of public career services using the state budget; Non-public agencies and organizations implementing public career services not using the state budget are encouraged to apply the economic and technical norms as prescribed in this Circular.

The economic and technical norms prescribed in the Circular are the maximum levels, guaranteed to be correct and sufficient to complete the provision of public career services according to quality criteria and standards.

The economic and technical norms prescribed in the Circular are the basis for: Determining the level of loss of factors such as labor, materials, machinery, and equipment used to complete a unit of product or a certain volume of work under specific conditions of public service; For depreciation and amortization of assets, follow the provisions of Circular No. 23/2023/TT-BTC dated April 25, 2023 of the Minister of Finance guiding the management regime, calculation of depreciation and amortization of fixed assets at agencies, organizations, units and fixed assets assigned by the State to enterprises for management, excluding the state capital component in the enterprise; Determine the unit price and price of public career services using the state budget according to the provisions of Decree No. 32/2019/ND-CP dated April 10, 2019 of the Government regulating the assignment of tasks, ordering or bidding for the provision of public products and services using the state budget from regular expenditure sources.

Determining labor titles: Labor titles in the labor cost component of the applicable norm table are according to: Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces; Decree No. 117/2016/ND-CP dated July 21, 2016 of the Government amending and supplementing a number of articles of Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces; Decree No. 111/2022/ND/CP dated December 30, 2022 of the Government on contracts for a number of types of work in administrative agencies and public service units.

In case the labor positions in the labor cost component are not specified in Point a of this Clause, they shall be considered for equivalent conversion according to the job position approved by the competent authority.

The subjects who are civil servants and public employees receiving salaries from the state budget when participating in the implementation of work components in the public service provision process are not subject to the labor cost norms prescribed in this Circular.

The content of economic and technical norms includes:

Labor cost: Is the direct labor time and indirect labor time required by average labor levels to complete the implementation of a service. The direct labor cost is the time to perform the stages according to the instructions for implementing public career services, calculated in work hours, each work hour corresponding to the working time of 01 working day (08 hours) of the employee according to the provisions of Article 105 of the 2019 Labor Code; the indirect labor cost (management, service) is calculated at a rate of 15% of the corresponding direct labor.

Waste of machinery and equipment used: Is the time spent using machinery and equipment to provide public services. The level of waste of machinery and equipment in the norm is calculated by machine usage shifts, each shift corresponds to 1 working day (8 hours) according to the provisions of the Labor Code.

Material waste: Is the quantity of specific and necessary materials used directly to serve the provision of public services.

The structure of economic and technical norms includes: Norm name; Description of work content; Table of economic and technical norms.

Based on the economic and technical norms of public career services attached to this Circular, ministries, branches and central agencies shall consider and decide to apply specific economic and technical norms suitable to the conditions of public career service providers under their management.

Agencies and organizations using the state budget to deploy the provision of relevant public career services, based on actual conditions, shall propose to competent authorities to consider and decide on the application of specific norms.

The Circular takes effect from July 25, 2025.
