Hanoi City has decided to implement a pilot low-emission zone in some areas within Ring Road 1 (including 9 wards) from July 1, 2026, banning gasoline-powered motorbikes depending on the time frame.

On November 27, within the framework of the 28th session, the Hanoi People's Council passed a Resolution regulating the implementation of low-emission zones in Hanoi.
Low emission zones are areas in the strictly protected areas and emission-restricted areas identified in the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; areas with frequent traffic congestion from level D to F according to TCVN 13592:2022 urban roads - design requirements; areas with air quality index (AQI) assessed in at least the most recent year below the average level according to data from national and city standard monitoring stations.
The city decided on the implementation roadmap from July 1, 2026, implementing a pilot low-emission zone in some areas within Ring Road 1, including 9 wards: Hai Ba Trung, Cua Nam, Hoan Kiem, O Cho Dua, Van Mieu-Quoc Tu Giam, Ba Dinh, Giang Vo, Ngoc Ha, Tay Ho.
From January 1, 2028, low emission zones will be implemented in Ring Road 1 and some areas from Ring Road 2 onwards, including 14 wards: 9 wards in Ring Road 1 area and Lang, Dong Da, Kim Lien, Bach Mai, Vinh Tuy.
From January 1, 2030, implement low emission zones in the beltway 3 and beyond, including 36 wards and communes (14 wards in the beltway 2 area and Phu Thuong, Xuan Dinh, Nghia Do, Cau Giay, Yen Hoa, Thanh Xuan, Khuong Dinh, Dinh Cong, Phuong Liet, Tuong Mai, Hoang Mai, Vinh Hung, Long Bien, Phuc Loi, Viet Hung, Bo De, Phu Dong, Dong Anh, Thu Lam, Phuc Thinh, Vinh Thanh, Noi Bai).
Also according to the resolution, low emission zones are areas identified to restrict polluting vehicles to improve air quality.
The City decides on the following measures to be applied in the low emission zone: for motor vehicles using fossil fuels, motor vehicles causing environmental pollution, no new investment is made and new registration is carried out under control for vehicles using fossil fuels when disposing of old vehicles that have expired their circulation period, especially for vehicles owned by organizations; prohibiting the circulation of trucks with a total weight according to the design determined in the Vehicle Registration Certificate of over 3,500 kg using fossil fuels.
Particularly for motorcycles and motorbikes using fossil fuels: prohibit motorcycles and motorbikes operating on the software platform supporting transportation connection from circulating in low emission zones; prohibit other motorcycles and motorbikes from circulating in low emission zones according to time frames/points or areas; restrict and eventually prohibit cars that do not meet level 4 emission standards from circulating in low emission zones according to time frames/points or areas.
Explaining the proposal to ban gasoline-powered motorbikes and scooters by time frame/point or area instead of banning them all the time, the City People's Committee said that during the process of consulting with departments, branches, People's Committees of wards and communes and posting on the City's Information Portal, the Department of Agriculture and Environment (the drafting unit) received a number of comments suggesting to extend the implementation schedule, ensuring compliance with traffic infrastructure conditions, social security, habits and behaviors.
Comments came from the following units: Department of Justice, Department of Construction, Department of Finance, People's Committee of Tay Ho Ward, Giang Vo Ward, Hanoi Institute of Socio -Economics and especially the Vietnam Association of Motorcycle Manufacturers; 16 enterprises in the industry of supplying motorcycle components and spare parts nationwide; Japanese Business Association in Vietnam and social criticism from the Vietnam Fatherland Front Committee of Hanoi City.
Before passing the Resolution and presenting the review report, Deputy Head of the Urban Committee of the Hanoi People's Council Doan Viet Cuong said that the regulations on the authority to establish, appraise and approve the Low Emission Zone Project stipulated in Resolution No. 47/2024/NQ-HDND are no longer suitable and need to be adjusted (due to the change in the local government organization model no longer at the district level according to Resolution No. 1656/NQ-UBTVQH15 and the Law on Organization of Local Government in 2025).

Along with that, the regulations on the application of technical standards on exhaust gas when comparing the limit values of exhaust gas parameters for automobiles participating in road traffic according to TCVN 6438:2018 as prescribed in Resolution No. 47/2024/NQ-HDND are no longer suitable and need to be adjusted (because there is currently Technical Standard on exhaust gas QCVN 85:2025/BNNMT effective from December 16, 2025 replacing TCVN 6438:2018).
In addition, the Government and Prime Minister's instructions stated in Directive No. 20/CT-TTg, Document No. 1012/TTg-NN, Notice No. 490/TB-VPCP require Hanoi to develop a suitable, feasible, and synchronous roadmap. At the same time, the city is also implementing many policies on green transportation, electric charging infrastructure, and emission control.
Therefore, the issuance of the Resolution of the Hanoi People's Council replacing Resolution No. 47/2024/NQ-HDND is necessary and within the authority prescribed in Clause 1, Article 21 of the Law on Promulgation of Legal Documents No. 64/2025/QH15, Point a, Clause 2, Article 28 of the Law on the Capital No. 39/2024/QH15./.
