According to the decision, the urban area belongs to the N1 urban subdivision planning project of the old Me Linh district. The urban area borders existing residential and agricultural land to the East and South; the West borders the commune administrative center and 48m road; the North borders agricultural land.

The project aims to build a green, smart, modern and synchronous urban area, and at the same time concretize the Hanoi Capital Master Plan to 2045, vision 2065. The urban land use structure includes: residential land 58.21 ha (28.3%), social infrastructure land 63.25 ha (30.8%), traffic road land 66.59 ha (32.4%), along with green trees, parking lots and technical works.
Notably, the urban area allocates about 18 hectares of land for social housing development, accounting for 31.2% of the housing land fund; there are 13 social housing plots and one mixed-use apartment building plot with social housing.
The architectural space of the entire area is organized according to a model combining low-rise, mid-rise and high-rise buildings. High-rise buildings (25-30 floors) are arranged along Me Linh Street and Ring Road 3.5, creating a highlight for the area. The project also aims to develop festival parks, pedestrian streets, along with green areas, sports, schools, healthcare and culture.
Regarding technical infrastructure, the urban area is connected to Ring Road 3.5, National Highway 2 and metro lines 7 and 9; there are two multimodal transfer stations, drainage, power supply, lighting, communication, wastewater and waste treatment systems designed synchronously according to smart urban standards.
The Commune People's Committee assigned the Economic Department to preside over the public announcement of the project, guide investors in completing investment procedures, land management, financial obligations and implementing construction in accordance with the planning.
