Hanoi aims to be in the top 5 nationwide in FTA Index by 2025

Hanoi City focuses on improving its ranking in the FTA Index, striving to be in the top 5/34 provinces and cities nationwide.

The Hanoi People's Committee has just planned to improve and enhance the city's Free Trade Agreement Implementation Index (FTA Index) by 2025.

According to the announcement of the Ministry of Industry and Trade , the FTA Index result of Hanoi in 2024 reached 25.54/40 points, ranking 30/63 provinces and cities. This is the first year that the Ministry of Industry and Trade has implemented the Index to evaluate the implementation results of free trade agreements FTA Index in localities.

FTA Index has 4 main indexes including: FTA information dissemination and dissemination; Law-making work of local state management agencies; Support policies and competitiveness enhancement; Sustainable development. The FTA Index's rating scale is 40. The FTA Index is the combined score of 4 component indexes on a 10-point scale.

The total score of 40 is the assessment score through sociological investigation of enterprises with import-export activities in the area in the following sectors: Agriculture , forestry and fishery; mining; processing and manufacturing industry; wholesale, retail, repair of automobiles, motorcycles, motorbikes and other motor vehicles.

To improve the effectiveness of the FTA Index implementation in 2025, bringing Hanoi into the group with high rankings (striving to be in the top 5/34 provinces and cities nationwide) compared to the whole country in 2025, the City People's Committee requires the implementation of the proposed tasks and solutions to be feasible, closely following the requirements in the fields, synthetic indexes, component indexes, and specific targets in the FTA Index of the Ministry of Industry and Trade. Departments and branches effectively implement solutions to improve the indicators of the FTA Index.

Departments and branches, based on the assigned tasks, are responsible for developing plans, solutions and implementing solutions to complete the set goals; are responsible to the Chairman of the City People's Committee for the results of the assigned component indexes...

The Department of Industry and Trade shall preside over monitoring and synthesizing the implementation status of the plan, especially any problems arising during the implementation process, promptly report to the City People's Committee for resolution according to prescribed authority; synthesize and report on implementation results in conjunction with the announcement of the Ministry of Industry and Trade on the FTA Index in 2025.
