100% of People's Committees at all levels from City to Commune, Ward and Town develop and implement Disease Prevention and Control Plans; arrange on-site forces and reinforcement forces according to local epidemic levels.

100% of the People's Committees of communes, wards and towns build a force of medical - population collaborators, mosquito larvae extermination shock teams, etc. to support local health agencies in protecting, caring for and improving people's health.

Ensure that the rate of full vaccination for children under 1 year old reaches over 95% in communes, wards and towns; high rate of vaccination with other vaccines according to the plan of the expanded immunization program; maintain the achievements of polio eradication, neonatal tetanus elimination, and move towards measles elimination.

Strengthen communication work on infectious disease prevention and control and communication to improve health in the community, ensuring that people are fully, accurately and promptly informed to raise awareness, change behavior, focus on risk communication and direct communication.
