According to the plan assigned by the Hanoi People's Committee, in 2025, the Department of Health will inspect and supervise about 1,200 establishments of all types (production; import-export; wholesale; retail; distribution, use, and preparation).
In 2024, the Hanoi Department of Health has directed the Hanoi Center for Drug, Cosmetic and Food Testing to carry out drug and cosmetic testing activities in the area according to the plan assigned by the City People's Committee.
The Hanoi Center for Drug, Cosmetic and Food Testing has conducted quality monitoring and quality testing samples at 1,106 establishments of all types (including 13 drug and cosmetic manufacturing establishments; 20 import-export establishments; 297 wholesale establishments; 666 retail establishments; 106 distribution and usage establishments, and 4 preparation establishments).

The total number of drug and cosmetic samples collected and tested for quality was 2,369 samples, corresponding to more than 170 active ingredients (reaching 98.7% of the plan). Of which, 3 samples were found to be of substandard quality and promptly reported to the Department of Health and the Ministry of Health .
On June 13, 2024, the City People's Committee issued Decision No. 3097/QD-UBND assigning the Hanoi Drug, Cosmetic and Food Testing Center to perform the task of testing food products managed by the Ministry of Health.
The Center's testing laboratory is assessed to meet GLP-WHO standards according to Circular 04/2018/TT-BYT and ISO/IEC17025:2017.
The Center also maintains information and networking activities in drug and cosmetic quality control activities and regularly trains and improves the capacity of staff working in drug and cosmetic quality control.
Implementing Plan 403/KH-UBND of the City People's Committee on drug, cosmetic and food testing activities in 2025, the Department of Health continues to direct and assign tasks to the Hanoi Drug, Cosmetic and Food Testing Center as the standing unit, to develop detailed plans, deploy, implement and direct units in the industry to coordinate and organize the implementation of activities according to the plan.
According to the plan of the City People's Committee, about 1,200 establishments of all types (production; import-export; wholesale; retail; distribution, use, preparation) must be inspected and supervised;
Collect 2,400 samples, equivalent to about 190 active ingredients (an increase of about 10% in the number of active ingredients compared to 2024), focusing on samples in the list of active ingredients prioritized for sampling according to the recommendations of the Central Institute for Drug Testing.
Along with that, organize inspection teams, monitor the quality and take samples of drugs, cosmetics, and foods managed by the Ministry of Health for quality inspection with the number of 10-15 teams (3 people/team), conduct monitoring/week and establish unexpected inspection and monitoring teams as required.
Regarding testing activities, it is necessary to achieve the target of 95% of samples being tested for quality according to registered and announced standards and returning results within the prescribed time limit. 100% of cosmetic and food samples are analyzed for safety indicators.
100% of samples sent by the Department of Health Inspectorate and the Police are promptly responded to serve state management work; 100% of samples of drugs, drug ingredients, cosmetics, food products that do not meet quality standards, pre-inspection samples are reported to the Ministry of Health and the Department of Health according to regulations.
Continue to implement and maintain laboratory management according to GLP and ISO 17025 standards. Focus resources on GLP re-assessment and ISO/IEC 17025 surveillance assessment. Update information and network in quality management activities of drugs, cosmetics, and food products managed by the Ministry of Health and train and improve testing capacity.
A representative of the Hanoi Department of Health said that this agency will inspect, monitor and periodically review, summarize and evaluate the implementation of the assigned contents in the city's plan.
