Disbursement rate has not met expectations
The Department of Finance's report said: The total central public investment capital plan for 2025 assigned to Hanoi is 87,693.46 billion VND, of which the central budget is more than 12,900 billion VND. After adjustment, the updated plan is 107,134.7 billion VND, 19,441 billion VND higher than the level assigned by the Prime Minister .
Despite strong leadership and direction, the disbursement result by October 20 only reached 44,428 billion VND, equivalent to 51% of the central plan and 41.5% of the city plan. As of October 31, the expected disbursement reached 55.6% of the central plan. With this rate, Hanoi ranked 18th out of 34 provinces and cities in terms of disbursement progress, but ranked 2nd in the country in terms of absolute value, only after Ho Chi Minh City.

According to Director of the Department of Finance Nguyen Xuan Luu, the pressure to disburse in the last two months of 2025 is very large. The city needs to complete the disbursement of an additional VND 43,000 billion to reach 100% of the central capital plan and disburse more than VND 62,700 billion. to complete the capital plan allocated by the city.
The reason for the slow disbursement is clearly due to problems in compensation and site clearance - the stage that accounts for a large proportion of the projects. According to statistics, there are 358 projects implemented by communes and wards facing difficulties in site clearance; along with that, the price of construction materials has increased, the work of planning appraisal and project adjustment is still prolonged...
Commitment to remove difficulties and complete the plan
At the conference, leaders of the city's five project management boards (PMUs) pointed out difficulties that have caused performance results to be below average.
According to the report of the Department of Finance, the Management Board of Traffic Construction Investment Projects still needs to disburse 14,185 billion VND. The Management Board of Civil Construction Investment Projects still needs to disburse 3,160 billion VND. Meanwhile, the Management Board of Technical Infrastructure and Agricultural Construction Investment Projects needs to disburse 1,725 billion VND... The leaders of the boards all committed to overcoming difficulties and disbursing 100% of capital.
At the grassroots level, Vice Chairman of Dong Anh Commune People's Committee Nguyen Cong Phuoc proposed that the city soon decentralize the acceptance and handover of works to shorten the settlement time.

Director of the Department of Agriculture and Environment Nguyen Xuan Dai (the unit with a disbursement rate of only 7.7%) also frankly stated the reasons and gave a specific roadmap for handling the 6 projects that were behind schedule.
In addition, Director of the Department of Planning and Architecture Nguyen Trong Ky Anh informed that the Department has established 4 working groups to directly "hold hands and guide" 126 communes and wards in planning, appraisal and project approval.
Deputy Director of the Public Administration Service Center Hoang Van Bang affirmed that the Center is actively coordinating to shorten the time for processing administrative procedures, ensuring smooth disbursement records in accordance with regulations.
Launching the 75-day emulation peak - a lever to promote disbursement
Concluding the conference, Chairman of the City People's Committee Tran Sy Thanh acknowledged and highly appreciated the sense of responsibility and efforts of departments, branches, localities, especially the Department of Finance in advising and proposing many practical solutions to speed up the disbursement of public investment capital.
Emphasizing that there is not much time left in 2025, the Chairman of the City People's Committee agreed with the proposal of the Department of Finance to launch a 75-day peak emulation period, from early November 2025 to mid-January 2026, mobilizing the entire political system to "join in synchronously and act decisively", striving to complete 100% of the public investment disbursement plan in 2025.
Accordingly, each department, branch, commune and ward must consider this a key political task, a measure of the capacity and sense of responsibility of the leader. The city will promptly reward collectives and individuals who have completed excellently; at the same time, review and strictly handle units that are slow, lack determination or allow violations to occur.

Regarding capital management, the Chairman of the City People's Committee requested to be flexible and proactive in allocating and adjusting capital plans, ensuring continuity and stability, not only for 2025 but also creating a solid foundation for 2026 and the entire 2026-2030 period.
For key projects such as Beltway 4 - Capital Region, National Highway 6, National Highway 21, Yen Nghia Pumping Station, departments, branches and localities need to focus on removing obstacles, speeding up construction progress, strengthening dialogue, and mobilizing people to agree to hand over the site.
In particular, the heads of the People's Committees of communes and wards must directly direct and take full responsibility for the progress and results of disbursement in the locality.
The city requested the implementation of 8 key solution groups proposed by the Department of Finance, including: Making detailed weekly disbursement plans; Resolutely handling existing problems in site clearance; Reviewing and adjusting flexible capital plans; Promoting the application of technology and digital transformation in public investment management; Strengthening administrative discipline and order; Increasing coordination efficiency between all levels; Early preparation of the 2026 capital plan; Linking the responsibility of the head with actual disbursement results...
Chairman of the City People's Committee Tran Sy Thanh called on the entire political system to promote the highest sense of responsibility, take drastic and effective actions; maximize the role and responsibility of leaders, strengthen close and synchronous coordination between agencies and units; strive to complete the target of disbursing 100% of the public investment capital plan in 2025, creating a strong driving force to promote socio-economic growth, and firmly prepare for 2026 and the new development period 2026-2030.
