Recently, the Hanoi Party Committee held a conference to review the implementation of three important documents of the Hanoi Party Committee Standing Committee (including: Project No. 20-DA/TU, Regulation No. 09-QD/TU and Plan No. 121-KH/TU). Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong chaired the conference.

Pursuant to Resolution No. 21-NQ/TW dated June 16, 2022 of the Party Central Committee on "Strengthening the consolidation and building of grassroots party organizations and improving the quality of party members in the new period", the Standing Committee of the Hanoi Party Committee issued Project No. 20-DA/TU dated October 24, 2022 on "Improving the quality of party member admission in the Hanoi Party Committee in the new period"; Regulation No. 09-QD/TU dated October 24, 2022 "Some issues on party member management; reviewing, screening, and promptly removing unqualified party members from the Party of the City Party Committee"; Plan 121-KH/TU dated December 22, 2022 "Deploying and applying the electronic party member handbook software and operating party member management operations".
On that basis, the district, town and city Party Committees and Party Committees directly under the City Party Committee have organized the dissemination of the contents of the documents to all cadres and Party members, ensuring serious, comprehensive and unified implementation throughout the Party Committee.
Thanks to that, the work of developing party members has had many positive changes. As a result, from 2020 to now, the number of party sympathizers who have attended the Party awareness training class of the entire City Party Committee is 88,583 people. Of which, 54,823 new party members have been admitted. In particular, the number of high school students admitted to the party in high schools has increased rapidly. As a result, in 2023 and the first 4 months of 2024, the entire City Party Committee has admitted 223 high school students (14 times higher than before the implementation of the Project); some initial targets have met and exceeded the targets set out in Project No. 20-DA/TU, such as the rate of party members who are teachers in all levels of general education in public schools reaching 50% or more; the average age has decreased...
Along with that, units regularly review and screen to remove unqualified party members from the Party. From 2019 to present, the entire City Party Committee has had 3,306 party members removed from the Party. Of which, from 2019 to 2022, 2,014 party members were removed from the Party; from 2023 to present, 1,346 party members were removed from the Party, 191 party members were expelled, and 1,146 party members were removed from the Party for various reasons.
The application of the two softwares “Electronic Party Member Handbook” and “Operations for Party Member Management” of the City Party Committee has helped Party members easily access the Party's guidelines and policies as well as the direction of the higher-level Party Committee. In particular, in providing official information to cadres and Party members, it has contributed to creating unity in perception, ideology, will and action. 445,459/481,406 Party members have successfully installed the software “Electronic Party Member Handbook”, reaching 92.5% of the total number of Party members of the entire City Party Committee.

Speaking at the conference, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong highly appreciated the experiences and good practices of localities and units in implementing the tasks. Comrade Nguyen Van Phong affirmed that although there are many new, difficult and unprecedented problems in practice, units and localities have had good, creative and systematic ways of doing things and achieved many important results. Many units and localities have done well in developing party members, creating sources of recruitment from students, non-state enterprises, reserve soldiers, new recruits preparing to join the army, etc.
The Deputy Secretary of the Hanoi Party Committee also pointed out the shortcomings and limitations in the work of developing Party members; the management, review and screening to promptly remove unqualified Party members from the Party, as well as the implementation of the application of 2 electronic software. He emphasized the reason that the grassroots Party committees have not really paid attention to these issues, so the effectiveness is not high.
To effectively implement Project No. 20-DA/TU in the coming time, the Deputy Secretary of the City Party Committee noted that localities and units should focus on developing party members for the younger generation. Especiallyeducating about revolutionary ideals, historical traditions, and national pride so that they have ideals and love for the country, thereby encouraging students to continuously study and contribute to the common development of the capital and the country.
"This responsibility belongs to Party committees at all levels and Party cell secretaries at schools to contribute to training and fostering students to join the Party," the Deputy Secretary of the City Party Committee affirmed.
The Deputy Secretary of the City Party Committee also requested that localities and units do a better job of managing, reviewing, screening and removing unqualified party members from the Party according to Regulation No. 09-QD/TU of the Standing Committee of the City Party Committee. Regarding the two softwares "Electronic Party Member Handbook" and "Operations of Party Member Management" of the City Party Committee, the Deputy Secretary of the City Party Committee requested that units increase the provision of basic information, especially information that guides public opinion in the current context.
