In particular, Hanoi continued to affirm its role as a major center of politics, economics, culture, education, science and technology of the whole country, increasingly integrating deeply.
I believe that the 18th Congress of the Hanoi Party Committee, term 2025-2030, will continue to affirm the pioneering role, mettle and intelligence of the City Party Committee - the Party Committee of the thousand-year-old capital, the national political and administrative nerve center, where the strength of great national unity converges.
Besides, I also hope that in the next term, the city will continue to pay attention to investing in infrastructure development, improving the material and spiritual life of the people, especially in the fields of agricultural production, vocational training, tourism development, health care, education and preserving national cultural identity. In addition, religious work needs to continue to be paid attention to, creating conditions for religions to operate in accordance with the law, promoting the spirit of "good life, good religion", contributing to building an increasingly strong national solidarity bloc.
I believe that, with the leadership of the City Party Committee and the determination of the entire political system, the policies and decisions adopted at the 18th Hanoi Party Congress will open a new, more comprehensive and inclusive development period, in accordance with the spirit of "no one is left behind", so that all people can enjoy the common development results of a civilized, modern and affectionate Capital.

In the 2020-2025 term, under the leadership of the Hanoi Party Committee, the capital has achieved many outstanding achievements, demonstrating its mettle, intelligence and aspiration to rise up. The economy has maintained stable growth, its structure has shifted towards modernity; the appearance of urban and rural areas has changed profoundly; culture, education, health care, and social security have been comprehensively taken care of; national defense, security, and social order and safety have been maintained; the work of building the Party, government and political system has become increasingly clean and strong.
In the flow of innovation, the Party Committee and people of Binh Minh commune have united, made efforts to overcome difficulties, and achieved many outstanding results. The commune has completed the program of building advanced new rural areas, promoted land management, construction order, administrative reform and digital transformation; the socio-economy has developed harmoniously, people's lives have been increasingly improved; the great national unity bloc has been consolidated, and people's trust in the Party and the government has been enhanced.
Entering the 2025-2030 term, I believe that the 18th City Party Congress will be a great success, thereby determining strategic goals and solutions, continuing to promote the role of the national political and administrative center, the locomotive for the development of the Capital region, pioneering with the whole country into a new era - the era of prosperous and powerful development of the Vietnamese people. As someone who has been involved in grassroots residential work for many years, I have always followed every step of the capital's development. Looking back at the 2020-2025 term, it can be affirmed that the 17th Hanoi Party Congress has proposed many correct orientations and policies, in line with the capital's development requirements in the period of innovation and integration.
Under the leadership of the Hanoi Party Committee and the consensus of the entire political system and people, the city has made remarkable changes in many areas. The economy has maintained a stable growth rate, the traffic and urban infrastructure has been increasingly improved, and the development space has been expanded in a synchronous and modern direction.
In particular, administrative reform and urban government construction have been strongly implemented, contributing to improving the effectiveness and efficiency of the state apparatus. In addition, the traditional cultural values of Thang Long - Hanoi continue to be preserved and promoted, creating a unique identity for the thousand-year-old capital.
Looking forward to the 18th Congress of the Hanoi Party Committee for the 2025-2030 term, I am fully confident that, with a thousand-year tradition of civilization, together with solidarity, intelligence and innovation in leadership, the Hanoi Party Committee and people will continue to promote existing achievements, overcome all challenges, and successfully achieve the set goals.

Bringing the Capital into a new stage of development
The 18th Congress of the Hanoi Party Committee for the 2025-2030 term is a particularly important political event, highly anticipated by cadres, party members and people of the capital. During the past term, the city Party Committee led the political system together with the army and people of the capital to achieve many impressive milestones in all economic, cultural and social fields.
Minh Chau - the only island commune of Hanoi, has always received close attention and direction from the city's leaders. Along with that, the strong participation of local authorities and socio-political organizations in the area has brought a new look to this land.
By the end of 2024, Minh Chau will have no more poor households. The commune is continuing to promote the criteria for new rural construction to strive to achieve advanced new rural status by 2028. Since operating a two-level local government, Minh Chau has become the first commune to implement free health check-ups for all people, build electronic medical records, contributing to digital transformation and building a smart commune.
Recently, the first bus route connecting Minh Chau island commune with Hanoi city center has been put into operation, not only helping people here travel conveniently but also bringing the island commune closer to the city center, creating conditions for the development of trade and services in the area. This also shows that the aspirations of Minh Chau people have been listened to and understood.
Caring, listening and respecting the wishes of the people are also the criteria for "people's happiness" as stated in the documents of the 18th Hanoi Party Congress, term 2025-2030. I believe that, with the spirit of solidarity, determination and collective intelligence, the congress will propose practical solutions, build effective work programs and action programs to bring the capital into a new stage of development with many opportunities and chances.

Deserving to be the Capital of "Civilization - Civilization - Modernity"
The Resolution of the 17th Hanoi Party Congress was implemented in a domestic context with many advantages, but also many difficulties and challenges. However, the Party Committee, government and people of the capital have made efforts to overcome all obstacles, basically achieving and surpassing the set targets, contributing to the continued development of the capital's economy and the right restructuring.
During the past term, the Hanoi Party Committee has led Party committees and authorities at all levels in suburban districts, now communes, to effectively implement Program No. 04-CTr/TU dated March 17, 2021 on promoting the effective implementation of the National Target Program on new rural construction associated with restructuring the agricultural sector and developing the rural economy, improving the material and spiritual life of farmers in the period 2021-2025.
Accordingly, Hanoi has become the leading locality in the country in the movement to build new rural areas, advanced new rural areas and model rural areas. By the end of 2024, the targets for building new rural areas have exceeded the set plan. The effectiveness of the program has contributed to improving the material and spiritual life of people in rural areas.
The 18th City Party Congress, term 2025-2030, is the first congress after the capital and the whole country carried out the revolution of streamlining the apparatus, rearranging administrative units and organizing a 2-level local government model.
As a party member in the suburban area of Hanoi, I hope that in the coming term, promoting the achieved results, the Party Committee, government and people of the Capital will be determined to successfully implement the goals set out in the Resolution of the 18th City Party Congress; continue to innovate, aspire to rise strongly, worthy of being the "Cultured - Civilized - Modern - Affectionate" Capital.
