The Office of the Hanoi People's Committee has just issued Notice No. 268/TB-VP conveying the conclusion of the Chairman of the City People's Committee, Head of the Working Group assisting the Steering Committee in developing a project to rearrange and reorganize commune-level administrative units in Hanoi.

Timely resolution of policies for redundant staff

The Chairman of the City People's Committee requested departments, branches, districts, towns, based on their assigned functions, tasks and powers, to submit to competent authorities for promulgation or promulgate under their authority documents guiding the settlement of issues related to the arrangement of administrative units (ADUs), termination of operations of district-level ADUs and organization of 2-level local governments, ensuring that after the arrangement of new commune-level ADUs, they will operate smoothly.

At the same time, according to the assigned fields, departments and branches review administrative procedures in the management fields, proactively advise, report and propose the City People's Committee to decentralize and authorize local authorities at the commune level according to regulations.

The Chairman of the City People's Committee assigned the Department of Home Affairs to advise the City People's Committee on the implementation of the contents of the organizational arrangement; resolving policies for redundant cadres, civil servants and public employees when rearranging administrative units; compiling records of management of policies for people with meritorious services and social protection beneficiaries to hand over to the new commune-level administrative units; creating new records and maps of the boundaries of commune-level administrative units to be rearranged in 2025 according to the Resolution of the National Assembly Standing Committee; determining the administrative - political centers of communes and wards; locations of the headquarters of the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee and socio-political organizations of each new commune and ward.

The Department of Justice advises on reviewing legal documents that need to be amended, supplemented or abolished according to regulations; issues arising in the field of civil status, the application of laws on contents related to civil status work when implementing changes in boundaries and names of commune-level administrative units.

The Department of Finance advises on reviewing, making statistics, and deciding on the arrangement of working offices of the Party Committee, People's Council - People's Committee, Vietnam Fatherland Front Committee and socio-political organizations of communes and wards; promulgates plans for management, exploitation and use of headquarters of districts, towns and surplus communes, wards and towns after the arrangement of administrative units; guides the payment and settlement; transfers of public investment projects invested by the People's Committees at the district level to the city or to the People's Committees of communes and wards for management; the settlement of district-level budgets and the allocation of budget estimates for newly established communes; procedures for adjusting investment projects in case of changes in administrative unit boundaries; changes in information in the certificate of registration of enterprises, cooperatives, business households, and business licenses of individuals and organizations when implementing the arrangement of administrative units; exemption of fees and charges when converting related documents of individuals, organizations and enterprises.

Fulfill citizens' requests due to changes in administrative unit names

The Chairman of the City People's Committee assigned the Department of Agriculture and Environment to guide the payment and settlement; transfer of waste collection and environmental sanitation contracts in districts, towns and cities to the city or to the People's Committees of communes and wards for management; review and handle projects related to the land sector; adjust land records, land use right certificates, assets attached to land and land database.

The Department of Planning and Architecture guides districts, towns and cities to finalize and transfer projects on establishing zoning plans, district planning, and commune planning to the city or commune-level People's Committees for continued implementation; meeting the requirements in state management, associated with synchronization and connection of national data on population, land, information systems, and digital addresses.

The Department of Science and Technology provides guidance on e-government and digital government to meet digital transformation requirements; on building a data system that connects and interconnects local governments at the commune and provincial levels, and interconnects with central agencies.

The Department of Health transfers the current medical centers of districts, towns and cities to the Department of Health for management; arranges and organizes commune and ward health stations according to regulations.

The Department of Education and Training guides, ensures the maintenance and improvement of the quality and efficiency of educational and training facilities at the administrative units implementing the arrangement; transfers the current vocational education and continuing education centers of districts, towns and cities to the Department of Education and Training for management.

The Department of Ethnic Minorities and Religions guides the recognition of commune-level administrative units formed after the rearrangement in mountainous areas; regions I, II, III; and extremely disadvantaged villages in ethnic minority and mountainous areas.

The City Police provide guidance on the collection of old seals, engraving of seals, and changes in the residential addresses of citizens due to changes in the boundaries and names of administrative units with the national database system on population, citizen identification and electronic identification; on judicial records; the review and provision of data on actual population at commune-level administrative units; the development of plans to review, arrange and deploy headquarters and police forces of newly established communes and wards according to the direction and guidance of the Ministry of Public Security...
