Hanoi: Focus on completing and exceeding growth targets in the economic sector

The plan sets out the goal of effectively implementing specific tasks and solutions to focus on completing and exceeding growth targets in the economic sector, contributing to the successful implementation of the City's GRDP growth target of reaching and exceeding 8% in 2025. In particular, tasks and solutions are clearly defined, and at the same time, specific assignments are assigned to collectives and individuals responsible for directing, monitoring, inspecting, urging and organizing implementation according to the principle of "clear people, clear responsibilities, clear progress, clear efficiency". Along with that, the plan also sets out specific tasks and solutions with clear assignment of implementation.

Specifically, departments, branches, sectors, People's Committees of districts, towns and cities proactively carry out regular tasks according to their fields and areas of responsibility, at the same time, seriously and effectively implement the city's action programs on socio-economic development, improving the business environment, enhancing competitiveness in 2025 and key, breakthrough solutions to achieve the GRDP growth target.

Directing and operating in a practical manner, especially in terms of emerging issues and flexible and timely responses to mechanisms and policies, ensuring good handling of tasks and situations; promoting the responsibility of heads of agencies and units in handling work... Units focus on synchronously and effectively implementing tasks and solutions on planning, investment, finance, currency, credit; developing sectors: Industry, trade, electricity, tourism, agriculture...; perfecting mechanisms and policies in the economic sector is an important driving force to promote economic growth.

Regarding the main targets in the economic sector, the plan assigns departments and sectors to implement and complete 29 groups of urban, rural and environmental targets; 7 groups of economic targets on GRDP growth, export turnover of goods and Consumer Price Index (CPI)...

In particular, speed up the development of high-tech zones, high-tech biological zones, industrial zones, and craft village industrial clusters in the direction of "bright - green - clean - beautiful". Focus on reforming administrative procedures, proactively coordinating with departments and branches to remove difficulties and obstacles, and complete the construction of synchronous industrial infrastructure as soon as possible, ensuring to meet the requirements of attracting investors.

Strive to start construction of technical infrastructure for the remaining 11 industrial clusters to complete the construction of technical infrastructure for 43/43 industrial clusters established in the period of 2018 - 2020. Complete the construction of infrastructure for 30 industrial clusters that have started construction in 2021 - 2024. Decide to establish and expand 15 - 20 industrial clusters. In addition, remove difficulties, speed up the implementation of projects of trade centers, markets... Support businesses in technological innovation, improve labor productivity, increase product competitiveness; resolve related procedures as quickly as possible, minimize processing time compared to current regulations to improve the investment and business environment; improve the ranking of PCI component indicators, improve the ranking of PCI Index, strive to be in the Top 20 provinces and cities in 2025.

Units promote and increase the quantity, quality and scale of organizing promotional programs, stimulating consumption, promoting domestic and foreign trade. Implement solutions to connect production with the market, bringing specialty products and OCOP products to consumers through e-commerce. The city strives to bring 2,000 specialty products and OCOP products of Hanoi and other provinces and cities to e-commerce platforms, sales websites, etc.
