Take decisive action to address the urgent issue of climate change
The 2025 storm season is about to begin and early forecasts of storm developments are of interest to the public. According to the National Center for Hydro-Meteorological Forecasting, from July, storms and tropical depressions will begin to operate in the East Sea; total rainfall is forecast to be equal to or higher than the average of many years. However, in response to the media, a representative of the national meteorological agency said that there is a possibility of storms or tropical depressions appearing early in late May or early June, but the probability is not too high. The 2025 storm season may not have obvious extreme signs like strong ENSO years, but the unpredictability of trajectory and intensity may increase.
In order to proactively respond to natural disasters before the rainy and flood season and minimize damage caused by natural disasters, Minister of Agriculture and Environment Do Duc Duy has just issued Directive 02/CT-BNNMT on strengthening the work of ensuring the safety of dikes and irrigation works during the rainy and flood season in 2025. The Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities to focus on important tasks such as: Organizing the summary and assessment of the work of ensuring the safety of dikes and irrigation works in the area (especially the work of responding to storm Yagi and floods after the storm); Completing and assigning specific responsibilities to specialized management agencies, local authorities at all levels and forces in the area; Cooperating and closely coordinating with military forces stationed in the area to prepare for dike protection and construction protection according to the approved plan;...
Hanoi is one of the leading localities in proactively responding to natural disasters. The Hanoi Department of Agriculture and Environment previously reported on natural disaster prevention, control, search and rescue in 2024, the first 4 months of 2025, and deployed tasks for the following months of 2025.
This agency assessed that Hanoi will continue to face the risk of complex and unpredictable natural disasters due to the impact of climate change in 2025. On that basis, from the beginning of the year, the Hanoi People's Committee issued documents directing and guiding each district, department and branch.
Faced with the complex developments of extreme weather, proactiveness, flexibility and synchronous solutions from the central to local levels, along with the self-awareness of each citizen, are the “keys” for Vietnam to minimize damage, protect the achievements of socio-economic development and ensure a safe and stable life for the people. The fight against natural disasters is a relentless battle, requiring careful preparation and the highest level of readiness.
Amending the law, perfecting the legal corridor to adapt to reality
The Government has just issued Resolution No. 122/NQ-CP promulgating the Plan to implement Conclusion No. 81-KL/TW dated June 4, 2024 of the Politburo on continuing to implement Resolution No. 7 of the 11th Central Committee on proactively responding to climate change, strengthening resource management and environmental protection (Resolution No. 24-NQ/TW). The Plan has identified the main tasks and solutions of the Government to thoroughly grasp and direct sectors and levels to organize the implementation of Conclusion No. 81-KL/TW.
Proactively responding to climate change, strengthening resource management and environmental protection are issues of special importance, with great influence, relationships, interactions, and together determining the sustainable development of the country. The Government's plan has set a number of goals to strive to achieve by 2030. For example, the Government invests in infrastructure and improves climate change response capacity, minimizes damage caused by natural disasters, ensures 80% of households in risky areas have safe houses; reduces greenhouse gas emissions by 15.8% compared to the business-as-usual (BAU) scenario; saves 7-10% of energy; increases the proportion of renewable energy to 15-20%;...
To achieve the above goals, comprehensive solutions are required, focusing on perfecting the legal system, mechanisms and policies for comprehensive management of resources and environment, mobilizing all resources to respond to climate change in an inter-sectoral, inter-regional and inter-sectoral manner. Notably, the Government will study and develop a Resolution on environmental protection and climate change response, and submit it to the 14th Central Executive Committee. The plan also clearly states the Laws that will be amended and supplemented in the coming time, including: Law on Hydrometeorology, Law on Economical and Efficient Use of Energy, Law on Marine and Island Resources and Environment, Law on Biodiversity, and Law on Forestry. Programs, plans and projects on environmental protection and climate change response for the period 2026 - 2030 will focus resources to effectively address urgent environmental issues and implement tasks and comprehensive solutions to respond to climate change.
