The city of Hanoi will hold a New Year's Eve celebration for 2026 at Dong Kinh Nghia Thuc Square.

According to the Official Letter, in order for the Program to be organized safely and successfully to serve the people in celebrating the Lunar New Year and to create a vibrant festive atmosphere, contributing to strongly promoting the image of Hanoi as a civilized, modern, and culturally rich city, and enhancing the attractiveness of the Hoan Kiem Lake pedestrian area, a symbolic destination of the City, the Hanoi People's Committee assigns the following specific tasks:

The program, themed "Countdown 2026 - Open Real Connections," is a collaboration between the Department of Culture and Sports and Song Trang Media Joint Stock Company (ST Group). It will be held from 7:00 PM to 12:00 AM on December 31, 2025 (Wednesday) at Dong Kinh Nghia Thuc Square and the pedestrian area around Hoan Kiem Lake, with 100% of the funding coming from social contributions.

The Department of Culture and Sports is responsible for overseeing the implementation of program content and detailed plans to ensure compliance with approved documents; managing visual propaganda and promotion activities such as banners, billboards, advertising boards, standees, leaflets, LED displays, and media coverage of the Program.

At the same time, strengthen guidance and coordination of communication through mass media about international events, promoting the image of Hanoi - Vietnam to international friends; and provide necessary regulations and information about the Program for audience participation.

We request that the Propaganda and Mass Mobilization Department of the City Party Committee direct and guide the city's media outlets to strengthen their coverage and reporting on the Program.

The City Police Department, under the direction of the Hoan Kiem Ward Police and other relevant forces, comprehensively developed and implemented a plan to ensure security and order, prevent fires and explosions, and conduct rescue operations; arranged static traffic points and parking spaces for delegates, personnel serving the General Rehearsal and the Official Program, and ensured traffic safety at the venue.

The Chairman, in coordination with the Department of Construction and the People's Committee of Hoan Kiem Ward, will implement the road closure plan, guide traffic diversion and regulate traffic, ensuring traffic safety and order in the event area; proactively monitor the situation, promptly prevent and effectively handle any arising situations.

The Department of Health will develop and implement a plan to ensure medical services for the Program's activities; and will organize monitoring, inspection, and control of disease prevention and control, and environmental sanitation in the program's venue and surrounding areas.

The Department of Tourism coordinates and directs businesses, organizations, and individuals operating tourism services in the city to update information about the event and use various effective methods to introduce the event to tourists; ensuring the quality of tourism products and services, including accommodation, travel, shopping, dining, and entertainment.

Hanoi Radio and Television Station is recording a New Year's Eve program (Countdown 2026); increasing the broadcast time to publicize the activities and preparations for the program to spread awareness to all residents of Hanoi, the people of the country, and international friends and tourists.

The People's Committee of Hoan Kiem Ward shall develop and implement plans to ensure security and order, traffic safety, fire prevention and control, rescue and relief, healthcare, environmental sanitation, and urban beautification before, during, and after the event, in accordance with the scope of delegated management; and proactively deploy permanent forces at the venues where the program's activities are held.

Develop a plan for parking and vehicle storage in accordance with regulations; prevent the emergence of illegal or unauthorized parking areas; direct the installation of additional public restrooms, strengthen waste collection efforts, and ensure environmental hygiene before, during, and after the event according to the management hierarchy and at all locations within the Program's activities.

The program will be publicized and promoted on LED screens in the Dong Kinh Nghia Thuc Square area from December 26, 2025 to December 31, 2025; the LED screens will be turned off during the official event from 6:00 PM on December 31, 2025 to 12:30 AM on January 1, 2026.

Song Trang Media Joint Stock Company (ST Group) is responsible for developing the detailed script, introductions, and content of the Art Program; simultaneously, it coordinates with the Department of Culture and Sports to prepare all necessary facilities, technical equipment, sound, lighting, and other conditions for organizing the Program; and provides timely and complete information on the schedule of the series of activities, the dress rehearsal, and the official program to relevant departments and units of the City.
