The Directive clearly states that, in recent times, Hanoi City has been actively implementing the arrangement of commune-level administrative units in the area.
In order to promptly and effectively implement tasks in the coming time and prepare conditions to ensure that new communes and wards come into operation from July 1, 2025 in accordance with Conclusion No. 157-KL/TW dated May 25, 2025 of the Politburo on implementing resolutions and conclusions of the Central Committee and the Politburo on reorganizing the apparatus and administrative units, the Chairman of the Hanoi People's Committee requests Directors, Heads of departments, branches and sectors of the city; Chairmen of People's Committees of districts, towns; Chairmen of People's Committees of communes, wards and towns continue to thoroughly grasp and implement Conclusion No. 126-KL/TW dated February 14, 2025, Conclusion No. 127-KL/TW dated February 28, 2025 and Conclusion No. 128-KL/TW dated March 7, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue to rearrange the organizational apparatus of the political system; Conclusion No. 137-KL/TW dated March 28, 2025 on the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model...
Based on their assigned functions, tasks and powers, units shall proactively propose and submit to competent authorities for promulgation or promulgate under their authority legal documents and guidance documents to resolve difficulties and problems arising and related issues in the process of organizing and implementing the arrangement of administrative units, ending the operation of district-level administrative units and organizing 2-level local governments, ensuring that after the arrangement of new commune-level administrative units, they will operate smoothly, without interruption or gaps.
Units proactively develop documents and organize training to serve the handover work during the implementation of administrative unit arrangement.
The Directive clearly states the requirement to strictly prohibit any impact or intervention in the process of personnel arrangement when implementing the arrangement of administrative units.
The Hanoi People's Committee assigned the Department of Home Affairs to continue advising on the implementation of contents on organizational structure arrangement; resolving policies for redundant cadres, civil servants and public employees when rearranging administrative units.
At the same time, compile records of policy management for meritorious people and social protection beneficiaries to hand over to new commune-level administrative units; create new records and boundary maps of commune-level administrative units to be arranged in 2025 according to the Resolution of the National Assembly Standing Committee.
Preside over and coordinate with relevant units to advise the City People's Committee on the arrangement and reorganization of public service units in accordance with the direction of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government in Document No. 68/CV-BCĐ dated May 28, 2025.
Along with that, the Department of Home Affairs presides over and coordinates with the Department of Finance and relevant units to urgently implement the determination of the plan for administrative - political centers and the location of the working headquarters of 126 newly established communes and wards according to the Project on arranging administrative units in accordance with the direction of the City Party Committee in Notice No. 2230-TB dated May 28, 2025.
Advise the Chairman of the City People's Committee to establish 126 working groups of 126 new communes and wards to carry out the task of handing over tasks from districts to new communes and wards; advise on handling responsibilities for heads of agencies and units that do not complete or delay in performing tasks assigned by the City (if any).
The Hanoi People's Committee assigned the Department of Finance to preside over and coordinate with relevant units to guide units in developing plans for the arrangement, reorganization and handling of public assets, which must be implemented simultaneously with the process of developing the Project for the arrangement of communal-level administrative units; to inspect the arrangement and handling of assets before, during and after the arrangement of administrative units in accordance with the direction of the Prime Minister in Official Dispatch No. 80/CD-TTg.
The Department of Staff of the City People's Committee assigned the People's Committees of communes and wards to make a plan to arrange and handle redundant headquarters when arranging administrative units, in the 5-year period (2025-2029) in the direction of transferring them to become long-term headquarters for departments, branches, sectors of the city, vertical units in the area, converting their functions into medical facilities, education, cultural - sports institutions.
At the same time, the Department will develop a plan to allocate 154 cars for general work of districts, towns and cities to 126 new commune-level administrative units (1-2 cars/unit) for management and professional use; report to the City People's Committee before June 15, 2025.
The Department of Finance also presides over and coordinates with the District People's Committee to allocate about 500 million VND for each new commune and ward to rearrange the office headquarters, purchase necessary equipment, adjust, supplement, and build new signs, nameplates of administrative units, and small public works to serve post-rearrangement activities.
