Candidates were “shocked” when many universities suddenly dropped block C.

Many opinions say that adjusting the admission methods and combinations to suit the High School Graduation Exam is necessary but must be done according to a roadmap and ensure the legitimate rights of candidates.

The University of Social Sciences and Humanities, Vietnam National University, Hanoi has just announced information on regular university enrollment in 2025. In particular, the school announced to remove the admission exam for group C00 (Literature, History, Geography) for 17/28 majors/training programs.

Instead, there are combinations with Math or Foreign Language. 17 majors/programs of the school stop considering combination C00 including: Journalism, Social Work, Cinema and Popular Arts, Oriental Studies, Korean Studies, Management Science, Public Relations, Information Management, Tourism and Travel Services Management, Hotel Management, Office Management, International Studies, Psychology, Information - Library, Cultural Studies, Vietnamese Studies, Sociology. The University of Law, Vietnam National University, Hanoi also announced to stop considering combination C00 from this year's admission season. With the admission plan based on high school graduation exam scores, the school uses 6 groups including C03 (Math, Literature, History), A07 (Math, History, Geography), A01 (Math, Physics, English), D01 (Math, Literature, English), D14 (Literature, History, English), D15 (Literature, Geography, English).

Similarly, the C00 group is also absent in this year's admission season of the Hanoi University of Procuracy. However, students studying this group still have the opportunity to apply to the school with groups of subjects related to the C00 group such as C03 (Literature, Mathematics, History); D14 (Literature, History, English); D15 (Literature, Geography, English). The Academy of Journalism and Communication also announced that it has completely stopped considering the C00 group. At the same time, the school no longer considers Geography in all training majors. Hanoi Capital University also stopped considering the C00 group in the majors of Law, Psychology,Educational Management, Logistics and Supply Chain Management, etc.

The fact that universities announced the removal of the C00 admission combination close to the time of the high school graduation exam has caused confusion and anxiety for many students who plan to review and apply for admission based on this combination. On the fanpage of the University of Social Sciences and Humanities, Vietnam National University, Hanoi alone, hundreds of comments from candidates expressed their indignation when the school announced the admission combination at the last minute, when all candidates were preparing for the graduation exam and had no chance to "turn around".

Student NTL shared: “The school just announced the admission plan right before the exam, and it was late to remove the C00 group. The school can remove it, but please notify us early so we can change the combination. Now that it is removed like this, where will the students who chose the C00 group go? I hope the school will consider and reconsider because now we no longer have the opportunity to change the combination.” Some other students also said that the C00 group already had few opportunities, and now it continues to be narrowed, causing them to fall into a state of confusion and pressure.

Ms. Nguyen Quynh Hoa, a teacher at a high school in Ha Dong district (Hanoi), also said: This year, her class has about 20 students who are taking the C00 group. Among them, there are some students who are quite good at Math or English, but most of them do not review deeply because they think that these are only 2 conditional subjects. Therefore, even those who study well and regularly find it difficult to achieve above 8 points in Math and English.

According to Ms. Hoa, with universities suddenly removing the C00 admission combination, students who are only admitted to universities based on their high school graduation exam scores are among the most disadvantaged. During the past 3 school years, they have clearly identified their admission combination as Literature - History - Geography and have only focused on one admission method. Therefore, we hope that schools will reconsider to ensure fairness for all students, especially students in rural areas who do not have the conditions to participate in separate exams to get admission results.

Sharing more with CAND Newspaper reporters about this issue, Dr. Le Viet Khuyen, Vice President of the Association of Vietnamese Universities and Colleges, said that the fact that some universities announced the removal of the traditional admission combination C00 right before the 2025 high school graduation exam, the first exam under the new general education program issued in 2018, is confusing students, causing disadvantages for candidates who use the high school graduation exam results for university admission.

According to Mr. Khuyen, the adjustment and change of admission combinations should have been announced by schools early so that candidates can be proactive because students still have the habit of choosing and reviewing for exams according to traditional, key combinations such as A00, B00, C00 and D00.

“In this case, the Ministry of Education and Training, as a state management agency, needs to speak up and require schools to announce any changes in their enrollment plans and admission combinations early to ensure the legitimate rights of students. University autonomy must also be linked to accountability, not doing whatever one wants; it must stem from the interests of learners, with learners at the center, not the school at the center,” Mr. Khuyen emphasized.
