Kinhtedothi - Vice Chairman of Hanoi People's Committee Ha Minh Hai signed and issued Decision No. 319/QD-UBND dated January 17, 2025 approving the "Overall project on management of centralized surveillance camera system in Hanoi".
The project aims to complete the Traffic Command and Operation Information Center of the Traffic Police Department, Traffic Police Department of Hanoi City Police according to Decision No. 165/QD-TTg dated February 3, 2021 of the Prime Minister. Issue regulations on management, storage, exploitation and sharing of data; coordination mechanism between state management agencies for centralized surveillance camera systems in the city according to the provisions of law. Review and issue instructions on decentralization of state management, authorization in the deployment and installation of security and order surveillance camera systems in the city. Organize training and improve information technology skills for police forces, civil servants of agencies and units in applying achievements of the 4.0 Industrial Revolution in management, supervision and handling of violations of security and order, and crime prevention.
The research subjects of the project are Hanoi City Police; Departments, branches and sectors of the City, People's Committees of districts, towns, organizations and individuals related to the deployment of the centralized camera surveillance system in Hanoi.
Implementation roadmap: Phase 1 (2024-2025): Organize the approval of projects and plans: Project on Building a Smart Hanoi City by 2025, with a vision to 2030 chaired by the Department of Information and Communications; "Smart Traffic Project in Hanoi" chaired by the Department of Transport; Project 2: Upgrade the Command Information Center and install a camera system to monitor and command traffic operations to serve security and order, and handle violations for the Traffic Police Department, Hanoi City Police to chair and deploy the contents and tasks according to the approved project.
Along with that, develop and promulgate the Regulations on management, operation, exploitation and use of the centralized camera surveillance system in Hanoi. Review and promulgate guidelines on decentralization of state management and authorization in the deployment and installation of security and order surveillance camera systems in the city. Organize conferences, seminars and training, improve information technology skills for police forces, civil servants and public employees of agencies and units in the deployment, management, supervision and handling of violations of security and order, and crime prevention.
Phase 2 (2025-2030): Implement the camera surveillance system project according to the Project, projects and programs and plans approved by the City. Complete the Traffic Command and Operation Information Center of the Traffic Police Department, Traffic Police Department of Hanoi City Police according to Decision No. 165/QD-TTg dated February 3, 2021 of the Prime Minister. Integrate and convert data management software of existing camera systems, gradually form and put into use a unified platform for managing the city's centralized camera surveillance system.
The City People's Committee assigned the Department of Information and Communications to be responsible for presiding over and coordinating with the City's departments, branches, relevant units and the People's Committees of districts, towns to advise, develop plans and organize the implementation of the "Overall Project on management of centralized surveillance camera systems in Hanoi" according to authority and regulations, ensuring efficiency, no duplication, waste, and suitability with the practical situation of the City. During the implementation process, review and evaluate the implementation of the Project, promptly propose, advise and report to the City People's Committee for consideration and adjustment according to regulations.
In addition, the City Police, City Departments, branches and People's Committees of districts, towns, and cities, based on their assigned functions, tasks and authority, shall implement projects to invest in surveillance camera systems in the area in compliance with the provisions of the Master Plan on management of centralized surveillance camera systems in Hanoi and relevant legal regulations to ensure efficiency and consistency in investment, avoiding duplication and waste.
