Hanoi requires schools to publicize hotlines to report school violence.

The Hanoi Department of Education and Training has requested all schools to publicize hotlines to receive and promptly handle information on school security, safety and school violence; and at the same time, promote the National Child Protection Hotline 111 (free, 24/7).

This is considered a strong signal of management in the face of complicated developments of school violence, creating an immediate feedback channel between schools, parents, students and management agencies.

Many schools have conducted propaganda through collective activities and through staff, teachers and parents to make students aware of the forms of school violence; clarify the responsibilities of schools and families in preventing school violence. Students clearly see their responsibilities in preventing school violence, measures and skills to avoid the risk of violence.

However, to reduce school violence, there needs to be a coordinated effort from students, families and schools. Students need to practice life skills, control their emotions, behave harmoniously and report when witnessing violence. Families need to create a loving, caring and conversational environment with their children. Schools have a role in organizing personality orientation activities, educating skills, and at the same time taking strict measures and providing timely support to victims.

According to UNICEF data, school violence and bullying (including online) are no exception: half of adolescents worldwide have been victims and in Vietnam, many are unaware of support services such as hotlines. This reality requires communication that is easy to understand, repeated many times and integrated into classroom activities, civic activities, and team activities.

Some argue that hotlines cannot solve the root cause of school violence because they are often used only after the incident has occurred. Many students are reluctant to report it, fearing their identity being revealed or retaliation. Schools are still confused about how to process information and coordinate with other parties. Hotlines have the value of support and warning, but cannot replace fundamental solutions to education and school environment.

From the perspective of a psychologist, a hotline is only truly “hot” when the informant’s identity is absolutely protected; the response process is quick, transparent and responsible; the school does not avoid it, and has a team of experts to handle psychological issues, not just resolve the incident.

Hotlines do not address the root cause, but they help with early detection and timely intervention. To address the root cause of school violence, we must address school culture, life skills, and the school psychological support system.
