Local economic “leverage”
In the period of 2020 - 2025, the Southern Power Corporation (EVNSPC) has committed to investing over 2,260 billion VND to upgrade and expand the power grid of Ben Tre province. In 2025 alone, priority will be given to key projects, such as the 110kV An Hiep and Phu Thuan transformer stations, the 110kV Ben Tre - An Hiep, Giao Long - Phu Thuan, Phu Thuan - Binh Dai, Ba Tri - Binh Thanh transmission lines, and many projects to improve existing infrastructure.
On April 29, 2025, the technical energization ceremony of three important projects: An Hiep 110kV Station, Phu Thuan 110kV Station and Giao Long - Phu Thuan 110kV line took place at An Hiep Industrial Park. Speaking at the ceremony, Permanent Vice Chairman of the Provincial People's Committee Nguyen Truc Son emphasized: "The completion and putting into use of power projects is a premise for Ben Tre to realize socio-economic development goals, serve industrial production, high-tech agriculture and release the capacity of wind power plants. This is a key factor to promote the province's GRDP growth, from 5.16% in 2022 to 7.46% in the first quarter of 2025."

Electricity to the districts brings new momentum to production and investment. In Chau Thanh district, the An Hiep 110kV transformer station and the Ben Tre - An Hiep 110kV transmission line (9.5km long, total investment of VND 137 billion) are a breakthrough in supplying electricity to industrial parks and developing residential areas. According to Mr. Le Xuan Hai - member of the EVNSPC Board of Members: "If the project is not completed soon, the province will not be able to disburse investment capital, affecting the overall development progress. Therefore, we appreciate the support from the local government and people in site clearance."

In other localities such as Ba Tri, Binh Dai, Mo Cay Nam, a series of 110kV power line projects are being urgently constructed, serving the increasing electricity demand of people and newly formed industrial zones.
The Ba Tri - Binh Thanh 110kV transmission line project (total capital of 185 billion VND, 18km long) is being accelerated. Although there are still problems at some land acquisition points, with the drastic participation of authorities at all levels, more than 1/3 of the pole locations have been handed over to date. At the survey on February 28, 2025, Standing Deputy Secretary of the Provincial Party Committee Tran Thanh Lam - Head of Steering Committee 428 directed: "It is necessary to consider the completion of land acquisition as an important political task. All levels, sectors and organizations must be proactive, closely coordinate, and strengthen mobilization so that people clearly understand the benefits of the project and join hands with the authorities."

Removing difficulties in land clearance
However, many power projects are still facing difficulties because people have not agreed with the compensation price and do not clearly understand the benefits of the project. For example, at the 110kV Phu Thuan - Binh Dai line project (22.7km long, passing through 6 communes), 190/547 cases have not yet completed the compensation plan.
Many households have not agreed on the level of support and have requested verification of damaged assets. However, with the close support of provincial leaders, Steering Committee 428 and relevant agencies, the work of mobilizing, explaining and supporting has gradually created positive changes. Head of the Provincial Party Committee's Mass Mobilization Committee Bui Van Bia affirmed: "We must turn the work of mobilizing land clearance into a "New Dong Khoi" emulation movement at the grassroots level. We cannot let delays affect the province's economic development plan."
In Mo Cay Nam district, the Ben Tre 2 - Mo Cay 2 - Mo Cay 110kV transmission line renovation project has also completed the inventory, 12/16 households have handed over the land. Vice Chairman of the Provincial People's Committee Nguyen Minh Canh requested relevant sectors to consider supporting resettlement for households that do not have enough land after land acquisition - a humane solution to create sustainable consensus.
The working delegation visited the household of Mr. Luu Van Lo, residing in An Hiep commune, Ba Tri district, a resident whose land is located in the clearance area for the 110kV Ba Tri - Binh Thanh transmission line project .
In addition, the province is very interested in synchronizing the infrastructure of electricity - transportation - renewable energy. The simultaneous implementation of electricity projects with key traffic works such as Mo Cay 3 bridge, Ba Lai 8 bridge and Sunpro wind power plant is also creating a comprehensive breakthrough for the province's infrastructure.
At the Sunpro wind power project, by March 2025, 100% of the turbine installation and 2.8/18.5km of 110kV line were completed. However, there are still 66 households that have not agreed to hand over the site. The province has directed the establishment of two separate working groups to monitor the progress of wind power and Ba Lai 8 bridge, committing to complete site clearance in March 2025. Standing Deputy Secretary of the Provincial Party Committee Tran Thanh Lam emphasized: “Electricity, transportation, and renewable energy infrastructure projects are the province's long-term development strategy. If delayed, it will affect the province's growth and reputation in the eyes of investors.”

Recognizing contributions
At the power connection ceremony on April 29, 2025, the Provincial People's Committee awarded certificates of merit to 35 collectives and individuals with outstanding achievements in site clearance work. EVNSPC also awarded 14 outstanding individuals and donated 100 houses worth 6 billion VND to poor households, demonstrating the enterprise's community responsibility.
Provincial leaders pledged to continue to accompany and promptly resolve obstacles to complete the projects on schedule. In the immediate future, the goal is to complete the energization of all remaining projects in August 2025, right on the occasion of the 50th anniversary of EVNSPC and the liberation of the South.
EVNSPC donated 100 houses worth 6 billion VND to eliminate temporary and dilapidated houses in the province.
On May 21, 2025, the Steering Committee for propaganda and mobilization for the implementation of key projects and works in the province (Steering Committee 428) organized an inspection of the progress and results of the implementation of the Phu Thuan - Binh Dai 110kV Transmission Line, the Sunpro Wind Power Plant project and Ba Lai 8 Bridge in Binh Dai district. Standing Deputy Secretary of the Provincial Party Committee Tran Thanh Lam - Head of Steering Committee 428 directed Steering Committee 428 to launch a 40-day and night peak emulation campaign to complete the site clearance of key projects and works before June 30, 2025.
Power infrastructure is the “blood vessel” of a modern economy. The completion of the 110kV transformer station and transmission line projects not only ensures energy security, but also opens the door for comprehensive growth in Ben Tre - from industry, agriculture to social security. In the future, the consensus of the people, along with political determination and synchronous investment will be the key for the province to “breakthrough” and rise up in the Mekong Delta region.
