In the period of 2021 - 2025, the National Target Program (NTP) on building new rural areas in A Luoi continues to receive the attention and direction of Party committees, authorities at all levels and the participation of the entire political system. Through the launching of the emulation movement "The whole country joins hands to build new rural areas", poverty reduction programs are implemented synchronously, fully and effectively, contributing to promoting production, economic development and improving people's lives and income.
As a border locality, Huong Phong commune (A Luoi) has chosen to develop its economy in the direction of afforestation and livestock farming. Since starting to build a new rural area, the infrastructure in the commune has been gradually invested synchronously, and the average income per capita has increased every year. Huong Phong commune was recognized by the Provincial People's Committee (now the City People's Committee) as a commune meeting the new rural standards in 2015. The commune continues to make the most of and integrate resources from the National Target Program capital sources to invest in projects and infrastructure works, while paying attention to income criteria, investing in agricultural economic development programs suitable for the locality, striving to meet the advanced new rural standards by the end of 2025.
According to the People's Committee of A Luoi district, up to now, the whole district has 4/17 communes meeting the NTM standards, accounting for 23.52%, an increase of 1 commune compared to 2021; at the same time, 263 criteria have been met, an average of 15.47 criteria per commune. Of which, 1 village has met the NTM model standards, which is Quang Phu village, Son Thuy commune, and 4 villages in the extremely disadvantaged commune of region III have met the NTM standards (all 4 villages are in Hong Bac commune).
The district has also integrated national target programs into new rural construction and achieved many remarkable achievements in developing rural infrastructure, contributing to improving people's lives and promoting local economic development. Specifically, the rural transport system has been invested and upgraded, creating favorable conditions for travel and transportation of goods. In the period of 2021 - 2025, the district also invested in civil works such as schools, medical stations, cultural houses, community facilities, electricity, clean water... with a total cost of more than 99.2 billion VND, of which the central budget is more than 39.7 billion VND, the local budget and people's contributions and mobilizing other sources are more than 59.4 billion VND, contributing to ensuring essential infrastructure to serve the cultural and spiritual life of the people...
A Luoi also focuses on converting the structure of crops and livestock to suit local conditions, such as growing bananas, coffee, rubber, as well as developing effective production models. The district also focuses on developing community tourism and local specialties, such as zèng weaving, brocade, and traditional wine, to create additional income for the people. The whole district has 7 products recognized as meeting OCOP standards, of which 2 products are ranked 4 stars: A Luoi zèng scarves and A Luoi dwarf bananas; 5 products are ranked 3 stars. These efforts have helped A Luoi to be recognized as escaping the list of poor districts of the country in 2024, marking an important step forward in the process of economic development and improving people's lives.
Improve the quality of criteria
Mr. Ho Dam Giang, Chairman of the People's Committee of A Luoi district, said that the People's Committee of the district has approved the general planning task for building new rural areas in 17 communes for the period 2021 - 2025 and orientation to 2030. The planning task has set out quite specific goals and tasks in building new rural areas. Authorities at all levels continue to improve the quality of new rural criteria, with the goal that by 2030 there will be no communes meeting less than 17 criteria for building new rural areas. Focus on building advanced new rural communes and model villages. For communes that have met the standards, continue to improve the criteria on income, poor households, culture, production organization, irrigation and environment.
The district continues to mobilize resources from businesses and organizations to invest in agriculture and rural areas. Strengthen state management in all areas, especially planning, land management, construction order and environmental protection. Upgrade rural roads to meet standards, ensuring inter-regional and intra-regional connectivity. Complete the electricity, water supply and drainage systems, schools, medical stations, and village/commune cultural houses. Invest in digital infrastructure to serve digital transformation in agriculture and social management.
In addition, A Luoi continues to develop production associated with restructuring the agricultural sector, encouraging organic agricultural production, high-tech agriculture and urban agriculture. Forming a chain linking production - processing - product consumption. At the same time, preserving and promoting traditional craft villages such as weaving, weaving, pottery. Preserving historical relics, traditional houses in rural development and combining eco-tourism - community tourism - cultural tourism in rural economic development.
