Ha Tinh: Flexibility and creativity in professional education management.

In Ha Tinh, the Department of Education and Training has chosen to connect school principals to unify management and organize professional cluster activities to bring directives directly to the classrooms. These two approaches are creating a flexible, modern, and highly effective management structure, meeting the requirements of implementing a two-tiered government model.

The Principals' Meeting aims to create consensus in the new management model.

When the two-tiered government model was implemented, educational management required both a streamlined structure and the maintenance of smooth professional guidance. Reducing intermediate levels while ensuring schools remain closely connected to the Department of Education and Training was a challenging task.

To address this problem, the Ha Tinh Department of Education and Training maintains online meetings for primary school principals throughout the province, held monthly. Through these meetings, the Department plays a coordinating role, connecting and unifying actions across the entire system.

After three months of implementation, the effectiveness of this model is quite evident. Key professional tasks are implemented synchronously, minimizing divergence in understanding between localities and schools. Many issues arising in management and teaching are identified early and addressed promptly at the Department level, instead of waiting for compilation through multiple intermediate levels.

Notably, these meetings have gradually fostered a management habit based on exchange and sharing, replacing the one-way approach. School principals proactively report difficulties, propose solutions, and share effective management experiences. The open dialogue atmosphere helps to make directive decisions more practical and feasible.

In this new context, the principal is no longer someone who simply receives orders and implements them, but rather a proactive educational administrator with a voice, responsibility, and opportunities for ongoing professional learning.

Mr. Phan Duy Nghia, Deputy Head of the Department of General Education, Ha Tinh Department of Education and Training, said: “The Principals' Meeting is not only for conveying tasks, but also a channel for connecting the management intelligence of the entire sector. Through this, the Department can promptly adjust its directives, and schools can learn from each other in terms of organization and management.”

Professional cluster activities help bring innovation to every teacher.

While the Principals' Meeting plays a guiding and directing role, the professional cluster meetings are where guidance is translated into concrete pedagogical actions. The establishment of 12 professional clusters based on geographical areas, each with a cluster leader, deputy leader, and core team of teachers, has created dynamic "professional cells" throughout the entire system.

After three months of implementation, the professional cluster activities have shown a clear impact on the quality of professional activities at the grassroots level. Many clusters have organized activities focusing on lesson study, concentrating on difficult content in the curriculum, and sharing teaching methods suitable to the conditions of each region and each group of students.

The creation and sharing of common teaching materials within the cluster helps teachers reduce the pressure of lesson preparation while improving the quality of their lessons. Many young teachers receive timely support in teaching methods and pedagogical skills; experienced teachers have more space to share effective practices.

From a management perspective, cluster activities have contributed to the formation of a genuine vocational learning community, helping to closely link professional guidance with daily teaching practices.

A noteworthy aspect of the approach taken by the Ha Tinh Department of Education and Training is that it does not view principal meetings and professional cluster activities as two separate events, but rather places them within a unified vision and objectives.

The principals' meetings play a leading role in ensuring discipline and systematization, while cluster meetings help to instill innovation in every teacher and every lesson. This combination results in a more streamlined but not lax management system, faster guidance without being detached from reality.

After three months of implementation, the effectiveness is evident not only in the smooth operation of work, but also in the change in the mindset of the staff. The principal is more proactive in school management, teachers are more confident in sharing their expertise, and the spirit of collaboration between management and the school has been clearly strengthened.

According to Deputy Director of the Department of Education and Training Nguyen Ngoc Le Nam: “In the two-tiered government model, if management is not flexible, it is very easy to become detached from the grassroots. We have determined that we must innovate our approach, putting people at the center and using professional effectiveness as a measure. Principal meetings and professional cluster activities are two pillars to maintain the quality of education in the new context.”
