The Provincial Party Standing Committee has proposed viewpoints, principles, and proposed criteria and plans for arranging commune-level administrative units.
In particular, according to the report of the Standing Committee of the Provincial Party Committee and the report of the Standing Committee of the Provincial People's Committee, the total number of commune-level administrative units after the rearrangement will be reduced to about 50% compared to the current number of commune-level administrative units in the province; at the same time, ensuring a reasonable correlation, avoiding creating a large gap in natural area and population size between the new communes and wards after the rearrangement.
When developing a project, arrangement plan, and headquarters: Choose the headquarters of a central administrative unit as the headquarters of the new administrative unit after the arrangement. The headquarters of the new administrative unit must have a favorable geographical location, synchronous economic and social infrastructure, especially the connecting traffic system.
The new administrative center needs to have space for future development in accordance with the socio-economic development orientation of the new administrative unit. When merging into a commune, town or type V urban area, priority should be given to choosing the new administrative unit headquarters as an urban area or a place that has been planned as a type V urban area.
Regarding the name, it must be short, easy to remember, associated with the name of the district-level administrative unit, retaining historical and cultural values for identification and numbering, in which it is noted that the Central Development Area and the urban core area become the driving force to determine the first administrative unit by the name of the district, town, city...
Regarding the proposed criteria for the arrangement of commune-level administrative units, the new commune after the arrangement must have both a natural area and a population size of 200% or more of the commune standards stipulated in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units. Specifically, the natural area must be 42 km2 or more (current regulations are 21 km2); the population size must be 16,000 people or more (current regulations are 8,000 people).
The new ward after the arrangement has a natural area of 15 km2 or more (current regulations for wards are 5.5 km2) and a population of 30,000 people or more (current regulations for wards in cities are 7,000 people; wards in towns are 5,000 people).
In case of arranging 3 or more commune-level administrative units into 1 new commune or ward, it is not necessary to evaluate the standards of natural area and population size according to the above regulations.
Currently, the Politburo and the Secretariat have assigned the Government to base on the orientation of arranging commune-level administrative units and the practical situation to submit to the National Assembly Standing Committee specific criteria for arranging commune-level administrative units to develop plans and projects for arranging commune-level administrative units to ensure appropriate scale, effective, efficient operations, and good service to people and businesses, and to avoid the formation of miniature districts.
The People's Committee of Hai Duong province has proactively drafted plans to reorganize commune-level administrative units in the area. When the Central Government has official instructions, the National Assembly Standing Committee issues a resolution on the reorganization of commune-level administrative units, the Government issues a resolution and a reorganization plan, the Party Committee of the Provincial People's Committee will direct the Provincial People's Committee to complete the plan and project according to the plan.
Among some issues that need attention, the Provincial Party Committee Standing Committee proposed to widely disseminate the policies, viewpoints, tasks, and solutions of the Central Government and the province to create high consensus and unity in the entire political system and all classes of people on the implementation of administrative unit arrangement and the construction of a 2-level local government organization model. The Provincial Party Standing Committee noted that it is necessary to develop a plan and project to rearrange commune-level administrative units and submit it to competent authorities for approval on schedule; ensuring that the new commune-level administrative units after the rearrangement officially operate from July 1, 2025.
All 207 communes, wards and towns in Hai Duong do not meet both area and population standards.
Hai Duong province has a natural area of 1,668.28 km², a population of about 2,154,900 people (including permanent population and converted temporary population), and an urbanization rate of 30.88%.
The whole province has 12 district-level administrative units, including 2 cities (Hai Duong and Chi Linh), 1 town (Kinh Mon) and 9 districts (including Binh Giang, Cam Giang, Thanh Ha, Kim Thanh, Ninh Giang, Thanh Mien, Tu Ky, Nam Sach and Gia Loc); 207 commune-level administrative units (including 151 communes, 46 wards and 10 towns).
Compared with the Central Government's plan on the arrangement of commune-level administrative units, all 207 communes, wards and towns do not meet both standards on natural area and population size.
Regarding natural area standards, 5 wards in Chi Linh city meet the criteria, while the remaining 202 communes, wards and towns do not meet the criteria.
Regarding population size standards, 13 communes met the criteria, while the remaining 194 communes, wards and towns did not meet them.
