Hai Duong - Netherlands cooperate to build 1,498 billion VND wastewater treatment system

On May 26, Mr. Luu Van Ban, Permanent Vice Chairman of Hai Duong Provincial People's Committee, had a working session with the delegation of the Embassy of the Kingdom of the Netherlands in Vietnam on the implementation of the Project to build a wastewater collection and treatment system.

Accordingly, the project to build a wastewater collection and treatment system will be implemented in 5 urban areas: Chi Linh City, Kinh Mon Town, Gia Loc, Cam Giang and Nam Sach Districts. The project will build about 166 km of new wastewater drainage lines, nearly 9 km of pressure pipes, 9 drainage pumping stations, 5 centralized wastewater treatment plants with a total capacity of 21,000 m³/day and night.

Of which, Chi Linh city (5 wards): 6,000 m3/day and night; Kinh Mon town (7 wards): 6,000 m3/day and night; Gia Loc district (Gia Loc town): 3,000 m3/day and night; Cam Giang district (Lai Cach town): 3,000 m3/day and night; Nam Sach district (Nam Sach town): 3,000 m3/day and night. The project applies aerobic granular sludge tank (AGS) technology, an advanced technology with advantages in saving space, low operating costs and suitable for the trend of using artificial intelligence in wastewater treatment.

The project aims to collect 75% of domestic wastewater and 100% of wastewater from small-scale industrial establishments in the area. The treated wastewater meets standards before being discharged. The project ensures equitable access for all population groups, including poor households and vulnerable groups.

The total investment capital for the project is 1,498 billion VND, of which the provincial budget counterpart capital is 959.6 billion VND, and the non-refundable aid capital from the Netherlands is 538.6 billion VND. The project is expected to be handed over and put into use in June 2028.

Speaking at the meeting, Mr. Luu Van Ban, Permanent Vice Chairman of Hai Duong Provincial People's Committee affirmed: This is an opportunity for the two sides to review the implementation of the cooperation project using non-refundable aid from the Dutch Government, an important opportunity to deepen the partnership between Hai Duong province and the competent authorities of the Netherlands - a country with the world's leading technical foundation, experience and advanced technology in the field of water treatment and urban environment.

Immediately after receiving the Official Letter No. HAN/2025/072 dated May 12, 2025 from the Embassy of the Netherlands requesting to provide project documents, the People's Committee of Hai Duong province promptly completed and officially sent the project plan, draft Funding Agreement and document confirming the bidding conditions of the unit preparing the feasibility study report to the Embassy of the Netherlands.

Upon receiving the funding agreement, Hai Duong province will synthesize the opinions of relevant ministries and branches to complete the summary report to submit to the Prime Minister for approval of the investment policy and authorize the Provincial People's Committee to sign the funding agreement according to regulations. Hai Duong Provincial People's Committee commits to fully and responsibly perform the tasks under the province's authority as authorized by the Government and the Prime Minister.

The Standing Vice Chairman of Hai Duong Provincial People's Committee expressed his belief that with the effective support and assistance from the Embassy of the Kingdom of the Netherlands, Invest International Organization and the efforts of the government and people of Hai Duong province, the project will be implemented on schedule, contributing to creating a solid foundation for sustainable, green and modern development of the locality in the future.

At the same time, he emphasized that although Hai Duong province is in the process of merging with Hai Phong, ending the operation of the district level, it will not affect the implementation of the project. The province is committed to closely following the project appraisal consultation of ministries and branches to promptly submit to the Prime Minister for approval of the project policy. The project is included in the province's public investment plan for the period 2021 - 2025 and will be transferred to the period 2026 - 2030, and has been allocated funding for implementation. The People's Committee of Hai Duong province has also assigned the Provincial Investment Project Management Board to be responsible for implementing the project.

At the meeting, Mr. Willem Timmerman, First Secretary in charge of water and climate, Embassy of the Kingdom of the Netherlands in Vietnam expressed his pride in always accompanying the Vietnamese Government in green transformation activities, national development, including the project implemented in Hai Duong. Mr. Willem Timmerman highly appreciated the determination of Hai Duong province through the development of the project implementation roadmap. At the same time, he informed that in the afternoon of the same day, the working delegation will work with the Ministry of Finance on the implementation of the project in Hai Duong.

Ms. Mai Linh Scholten, Investment Manager, Public Investment Program, Invest International Organization also highly appreciated the plan and timeline proposed by Hai Duong province in implementing the project. She informed that at the end of June 2025, the Investment Fund Committee will meet, evaluate and make a decision to fund the project and in mid-June will send a draft funding agreement to Hai Duong province.

According to the Urban Development Program of Hai Duong province, Chi Linh will become a type II urban area before 2030; Kinh Mon will become a type III urban area before 2025. The towns of Nam Sach, Gia Loc, Lai Cach (Cam Giang) will become type IV urban areas before 2030. Investing in the construction of a wastewater collection and treatment system requires a large amount of funding, but Hai Duong has not yet been able to allocate it to these urban areas.

Investing in wastewater collection and treatment systems in the above localities will contribute to improving the environment, raising the rate of wastewater collection and treatment in the whole province to over 30%.

Over the years, the Netherlands has been a reliable partner of Vietnam in the field of water and environment. Many projects using funding from the Dutch Government have been implemented throughout the country as well as in Hai Duong, bringing positive changes to the socio-economy and improving the quality of life of the people.

In Hai Duong, there are currently 4 projects invested by the Kingdom of the Netherlands in Hai Duong province, with a total investment of 36.8 million USD. In 2007, the Dutch Government provided non-refundable aid to Hai Duong province to invest in the construction of Cam Thuong Water Plant under the ORET Program with a total amount of more than 8.5 million EURO. The project was completed and put into operation in April 2011 with the quality of the exploited water source and treated water always meeting the prescribed standards, serving well the clean water needs of Hai Duong city.
