Decision No. 4500/QD-UBND signed by Mr. Le Anh Quan, Vice Chairman of Hai Phong City People's Committee on November 10, 2025 on land allocation to Nam Do Real Estate Investment and Development Joint Stock Company to implement the social housing project in the residential area, worker housing and services of Tan Truong Industrial Park, Cam Giang district, Hai Duong province (now Mao Dien commune, Hai Phong city).
According to this Decision, Nam Do Real Estate Investment and Development Joint Stock Company is assigned 29,737m2 of land in Mao Dien commune to implement the social housing project in the residential area, worker housing and service area of Tan Truong industrial park, Mao Dien commune, Hai Phong city according to the approved detailed construction planning and investment project, including: Social housing land is 5,326m2, land allocation term is 15 years; Commercial land is 4,922m2, land allocation term is 15 years; Land for public works and trees is more than 19,488m2.

Hai Phong City People's Committee assigned the Department of Agriculture and Environment to direct the Land Registration Office, Mao Dien Commune People's Committee and relevant units to correct cadastral records and land databases; issue certificates of land use rights and ownership of assets attached to land; determine boundaries and hand over land on the field to Nam Do Real Estate Investment and Development Joint Stock Company according to regulations.
Departments, branches and units: Department of Finance, Department of Construction, Hai Phong City Tax, Mao Dien Commune People's Committee and related units, based on their functions and tasks, shall implement related tasks according to the provisions of law.
Hai Phong City People's Committee also assigned Mao Dien Commune People's Committee to regularly inspect and supervise the land use of Nam Do Real Estate Investment and Development Joint Stock Company; if violations are detected, timely measures will be taken to handle them according to regulations.
Also according to this Decision, Hai Phong City People's Committee requires Nam Do Real Estate Development Investment Joint Stock Company to be responsible for using land for the right purpose, in accordance with approved planning and construction design; to perform the obligations of land users according to the provisions of the Land Law, current legal provisions related to land management, use, environment, construction and investment in project implementation. In case of violation, it will be handled according to regulations.
Strictly comply with the laws on land, environment and relevant laws during the land use process; fully pay land use fees and other financial obligations as prescribed.
