Hai Phong: Handing over more than 5,000m2 of land to Van Phuc Dien Real Estate Investment & Development Company Limited to implement the urban area project

Recently, Hai Phong City People's Committee issued a Decision on land allocation (phase 2) and adjusted the decision on land allocation (phase 1) to Van Phuc Dien Real Estate Investment & Development Company Limited to implement the Kien An Ward New Urban Area Project (Hai Phong City).

Decision No. 4544/QD-UBND signed by Mr. Le Anh Quan, Vice Chairman of Hai Phong City People's Committee on November 12, 2025 on land allocation (phase 2) and adjustment of land allocation decision (phase 1) for Van Phuc Dien Real Estate Investment & Development Company Limited to implement the New Urban Area Project and urban embellishment of Dong Hoa ward, Kien An district (now Kien An ward, Hai Phong city).

According to this Decision, land (phase 2) with an area of ​​over 371 square meters in Kien An ward (completed site clearance) is allocated to Van Phuc Dien Real Estate Investment & Development Company Limited to implement the New Urban Area Project and urban beautification.

After completing the construction investment, Van Phuc Dien Real Estate Investment & Development Company Limited will hand over the land to the locality for management and common use in the area according to regulations.

Adjusting the content of Decision No. 4586/QD-UBND dated December 26, 2023 of the People's Committee of Hai Phong City on land allocation and approval of specific land prices to calculate land use fees and annual land rental payments for Van Phuc Dien Real Estate Investment & Development Company Limited to implement the New Urban Area and urban embellishment project in Dong Hoa ward, Kien An district (now Kien An ward, Hai Phong city), specifically:

Hand over 5,882.1m2 to Van Phuc Real Estate Investment & Development Company Limited to build social housing projects under the New Urban Area and Urban Redevelopment Project of Dong Hoa Ward, Kien An District (now Kien An Ward, Hai Phong City).

The land use term is 50 years from the date the investor is decided to allocate land.

Allow Van Phuc Dien Real Estate Investment & Development Company Limited to use 51,783.6m2 of land to invest in the construction of technical infrastructure for inter-level schools; medical stations; and planting trees according to the planning approved by competent authorities. After completing the investment and construction, hand over to competent authorities to carry out investment, construction, management, and common use in the area according to regulations.

Hai Phong City People's Committee assigned the Department of Agriculture and Environment to preside with Kien An Ward People's Committee to implement the Decision and hand over land in the field to Van Phuc Dien Real Estate Investment & Development Company Limited to implement the project according to regulations.

Granting the Certificate of land use rights and ownership of assets attached to land to Van Phuc Dien Real Estate Investment and Development Company Limited; adjusting cadastral records and land database according to regulations.

Also according to this Decision, Hai Phong City People's Committee assigned Kien An Ward People's Committee to be responsible for regularly inspecting and supervising the land use of Van Phuc Dien Real Estate Investment & Development Company Limited to ensure compliance with the provisions of law. If violations are detected, they must be promptly handled according to regulations.

Hai Phong City People's Committee requests Van Phuc Dien Real Estate Investment & Development Company Limited to be responsible for using the land for the right purpose, boundaries, and landmarks that have been handed over. Construct works and implement investment projects in accordance with the provisions of the law on land and other relevant current laws; comply with regulations and standards; any violations will be handled according to regulations.

Implement the construction of social housing projects according to regulations. After completing the investment in the construction of technical infrastructure for inter-level schools; medical stations; and planting trees according to the planning approved by competent authorities, hand over to competent authorities to carry out investment in construction, management, and common use in the area according to regulations.
