National target program on health care, population and development: Ensuring consistency and results-based management

On the afternoon of November 17, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly Standing Committee gave opinions on the decision on investment policy for the National Target Program on health care, population and development for the 2026 - 2035 period.

Improve people's physical and mental health, stature, longevity and quality of life

The report on the Decision on investment policy for the National Target Program on health care, population and development for the period 2026 - 2035 by Minister of Health Dao Hong Lan said that the beneficiaries of the Program are all Vietnamese people. Priority is given to people living in difficult areas, mountainous areas, border areas, islands; the disadvantaged; mothers, children; adolescents; couples, individuals of childbearing age; people with meritorious services to the revolution; the elderly; migrants, workers in industrial zones.

The Program implementation period is 10 years, from 2026 to the end of 2035, divided into 2 phases: 2026 - 2030 and 2031 - 2035.

The program has the general goal of improving the physical and mental health, stature, longevity and quality of life of the people; ensuring that all people are managed and provided with quality primary health care; people proactively take care of themselves and improve their health; limit diseases, and prevent diseases early, remotely, right at the grassroots level. Solve priority population issues, proactively adapt to aging, improve population quality; strengthen care for vulnerable groups, contributing to building a healthy and prosperous Vietnam in the new era.

Some specific goals of the Program are to contribute to increasing the rate of communes, wards and special zones meeting the National Criteria on Commune Health to 90% by 2030 and 95% by 2035. The rate of people with electronic health records and life-cycle health management by 2030 will reach 100% and be maintained until 2035...

Research to add priority beneficiaries are people with disabilities

The review report presented by Chairman of the Committee on Culture and Social Affairs Nguyen Dac Vinh stated that the Standing Committee of the Committee agreed with the necessity of developing a Program to institutionalize the Party's policy to improve the quality of people's health care and effectively carry out population and development work.

Regarding the beneficiaries of the Program, the Standing Committee proposed to study and add priority beneficiaries to people with disabilities; at the same time, revise regulations on priority beneficiaries in the direction of the Government to specify in detail to ensure full institutionalization in the spirit of Resolution No. 72 and facilitate implementation.

Regarding the objectives of the Program, it is recommended to continue reviewing the general objectives, specific objectives, and activities of each sub-project to ensure consistency and logic according to the principles of results-based management, facilitating inspection, monitoring, and easily evaluating the socio-economic effectiveness of the Program.

Each specific goal needs to be developed with solutions and resources and implementation progress to achieve the goal; linked to the goals and targets of each project and sub-project component. Clarifying the basis for the proposal, developing a number of goals; feasibility and solutions to implement a number of goals; clarifying the content of a number of targets stated in the Preliminary Assessment Report...

Concluding the session, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that the National Assembly Standing Committee highly appreciated the Government's spirit in preparing the Basic Program dossier in accordance with regulations; acknowledged the initiative and positivity of the agency in charge of the appraisal and the agencies participating in the appraisal.

The National Assembly Standing Committee basically agrees with the name, beneficiaries, total central budget investment, objectives and component projects of the Program as proposed by the Government. At the same time, it is requested that the Government direct the study and acceptance of opinions from the National Assembly Standing Committee, the Agency in charge of the appraisal and the agencies participating in the appraisal to determine the feasibility of the Program, ensuring that it meets the direction requirements of the Politburo.

For the 5 component projects and 17 sub-projects of the Program, it is necessary to continue to carefully review to ensure that after the National Assembly's Resolution, implementation will be smooth.
