Hai Phong - Hai Duong: Phase 1 online trial operation of Party, State and Vietnam Fatherland Front agencies at commune level

(Haiphong.gov.vn) - On the morning of June 20, the People's Committee of Hai Phong city coordinated with the People's Committee of Hai Duong province to organize an online trial operation of phase 1 of the activities of Party, State, and Vietnam Fatherland Front agencies at the commune level.

Attending at the Hai Duong province bridge were comrades: Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Minh Hung, Vice Chairman of the Provincial People's Committee.

At the Hai Phong city bridge, there were comrades: Le Anh Quan, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee; Hoang Minh Cuong, Vice Chairman of the City People's Committee. The conference was connected to the bridge of 114 communes, wards, and special zones.

At the Conference, delegates were: Guided on operating the city's online conference system, guided on connecting and operating the video conferencing system between 116 bridges; checked the technical infrastructure at new communes/wards/special zones; handled hypothetical situations of lost connection and technical errors. Guided on operating the Party Document Management System software; guided on the process of receiving and transferring outgoing/incoming documents in the party agency system; practiced hypothetically on the Party Document Management software (scenario: transferring documents from the City Party Committee to the Party Committee of the commune/ward/special zone). Guided on operating the reporting information system.

Instructions for operating the Government Document Management System software; instructions for the process of receiving and transferring documents to/from the government agency system; simulated practice on the Government Document Management software (scenario: transferring documents from the City People's Committee, departments and branches to communes/wards/special zones). Instructions for operating the city's administrative procedure settlement information system at the Commune-level Public Administration Service Center: Simulated practice: processing an administrative procedure file from reception to completion. Instructions for operating the reception and processing of feedback and recommendations from organizations, people and businesses in the city via the 1022 Call Center System. Simulated practice: processing a feedback from people via the 1022 Call Center.

Localities also reported on the results of the pilot operation of contents and tasks related to the organization and apparatus of the People's Committee at the first session of the People's Council of the commune and ward. At the same time, they exchanged opinions, difficulties, and proposed solutions when implementing the systems.

Through the first phase of online trial operation, Vice Chairman of Hai Phong City People's Committee Hoang Minh Cuong received the opinions of the leaders of Hai Duong Provincial People's Committee; Hai Duong Provincial People's Committee has proactively and promptly deployed the trial operation of new communes and wards. Vice Chairman of Hai Phong City People's Committee proposed that Hai Duong province connect online the trial operation session of communes and wards of Hai Duong province with Hai Phong city for reference, learning and experience.

This first trial session is the first time that 114 communes, wards, and special zones of Hai Phong city have connected online. Hai Duong Provincial People's Committee and Hai Phong city have closely coordinated and prepared very carefully.

The Vice Chairman of Hai Phong City People's Committee requested agencies, units and localities to urgently prepare and strive to put into trial operation phase 2 on June 25 to simulate all situations, ensuring synchronization in all communes, wards and special zones from facilities, Public Administration Service Center, online meeting rooms, identification sets, equipment, shared software, Electronic Information Portal.../.
