Hai Phong will have 2,400 social housing units eligible for sale in 2024

According to the report of Hai Phong Department of Construction, it is expected that in 2024, about 6,400 social housing units will be completed, of which: About 4,000 units will be completed in the shell and about 2,400 units will be eligible for sale.

On January 15, 2024, the People's Committee of Hai Phong City issued Decision No. 117/QD-UBND Promulgating the Action Program to implement Resolution No. 09-NQ/TU dated November 13, 2023 of the Executive Committee of the City Party Committee, term XVI, on developing social housing in Hai Phong City by 2030.

Accordingly, in the period of 2021 - 2025, 15,400 social housing units will be built, of which 80% will be completed products and products brought to the market; in the period of 2026 - 2030, the target of 18,100 units will be built and exceeded.

Up to now, 4 projects have had products on the market for exploitation and use with a total of 1,600 apartments. 7 projects have started construction with a total scale of about 11,500 apartments. 8 projects have selected investors and are preparing to start construction with a total scale of about 9,300 apartments. 11 projects are being completed by local departments and branches to select investors, expected to have products before 2030 with about 12,400 apartments. Social housing projects combined with apartment renovation according to Resolution 04/2022/NQ-HDND of the City People's Council are 8,004 apartments.

Thus, the total number of social housing units that Hai Phong city has achieved, is implementing and is expected to implement with products in the 2021-2030 period is about 42,000 units, ensuring the completion of the Government's target of 33,500 units.

In the period of 2021 - 2025, Hai Phong is expected to complete about 16,500 units; of which: striving to complete the rough construction of 80% equivalent to about 13,200 units and be eligible to open for sale about 3,300 units. If the set target is achieved, by 2025, Hai Phong will basically complete the target of 15,400 social housing units in the period of 2021-2025 set by the Government.

People who want to buy social housing can access the website of the Hai Phong Department of Construction (https://soxaydung.haiphong.gov.vn), the social housing section to get information about social housing projects that are eligible to open for sale in the future, with approved prices. This is official information for people to know the legal status of social housing projects.

Second, direct access to the project, people can go directly to the projects under construction of social housing to access information to have a visual and realistic view of the project. The NOXH projects under construction all have a permanent consulting team to guide and answer questions; provide information related to the project (progress, selling price, apartment area, preferential loan packages, promotions of the investor, ...).

Currently, registration to buy social housing is mainly focused on 3 groups of subjects: workers in and outside industrial parks; low-income people in urban areas; and civil servants, public employees, police officers, and military officers.

According to Mr. Do Huu Hung, Deputy Director of the Department of Construction of Hai Phong City, in a recent city meeting, the main problem for people who are eligible to apply for social housing is to request confirmation of housing conditions and status at the People's Committee at the commune level. The project investor also reported that some People's Committees at the commune level did not confirm according to the form prescribed by the Ministry of Construction .

In addition, most workers in industrial zones have taxable income (income above 11 million/month) and are not eligible to buy social housing despite the great demand for social housing.

To resolve the above difficulties and obstacles, the Department of Construction has advised the City People's Committee to issue Document No. 2256 dated September 18, 2023, directing agencies, units, and People's Committees of districts and towns to confirm according to the prescribed application form for subjects registering to buy social housing in the area.

The Department also proposed that the Ministry of Construction and the Government issue a Decree to expand income conditions for social housing buyers, which is being compiled and drafted by the Ministry of Construction and the Government. If people encounter difficulties or problems in confirming information, they can report to the district-level People's Committee or the Department of Construction for resolution, said Mr. Do Huu Hung.
