Unlike previous years, the 2025 high school graduation exam will adopt a new question format and the scoring method will also undergo significant changes. This new scoring method aims to limit the practice of candidates randomly guessing answers to achieve high scores.
Changes to the scoring method for multiple-choice tests.
According to the high school graduation exam plan from 2025 announced by the Ministry of Education and Training (MOET), except for Literature, which will be tested in essay format, all other subjects (Foreign Language, Mathematics, Physics, Chemistry, Biology, History, Geography, Economics and Law Education, Informatics, Technology) will be tested using objective multiple-choice questions.

Regarding the new structure and format of the exam, Deputy Director of the Quality Management Department (Ministry of Education and Training) Nguyen Ngoc Ha said that the new structure retains 40 question types in most subjects. However, for objective multiple-choice exams, in addition to the familiar multiple-choice format, exams from 2025 onwards will include a new type of multiple-choice question.
Specifically, the questions in the multiple-choice test are divided into three parts: Part 1 consists of multiple-choice questions; Part 2 consists of true-false questions; and Part 3 consists of short-answer questions.
The scoring method for multiple-choice exams has also changed compared to previous years.
Accordingly, the multiple-choice section consists of 12 questions, each worth 0.25 points; the objective multiple-choice section has 4 options with only one correct answer; the true/false section consists of 4 questions, each worth 1 point; and the short-answer section consists of 6 questions, each worth 0.5 points, which are essentially fill-in-the-blank questions.
In the true/false multiple-choice question section, each question has 4 options (a), (b), (c), (d) and requires the candidate to answer true or false for all 4 options. If the candidate answers only 1 option correctly, they will receive 0.1 point; 2 options correctly, 0.25 points; 3 options correctly, 0.5 points; and 4 options correctly, 1 point.
In this format, the probability of randomly selecting the maximum score is 1/16, which is four times smaller than the current multiple-choice format.
Meanwhile, the short-answer multiple-choice questions are similar to essay questions and are assessed based on the final answers that candidates must fill in on the answer sheet. Each correct answer is worth 0.25 - 0.5 points.
Both of these formats require candidates to have comprehensive abilities, knowledge, and skills to achieve maximum scores, limiting the use of tricks or guessing answers randomly.
Is the new scoring system reasonable?
The new scoring method for multiple-choice exams is causing anxiety and pressure among many students. Trinh Minh Chau, a student in class 12A5 at Nguyen Hue High School, is concerned about the scoring method for the true/false section (Part 2).
"With the new scoring system, a student loses 0.5 points for each incorrect answer in a question. This is very unfair and puts a lot of pressure on us when taking the exam," Chau said.
Meanwhile, experts and teachers argue that the new scoring method is reasonable, aligns with the competency-based assessment approach, and provides good differentiation.
Previously, the Ministry of Education and Training published sample exam questions for the high school graduation exam, to be used from 2025, for 18 subjects, along with the answer key.
The Ministry of Education and Training stated that the sample exam questions comply with the regulations on the structure and format of the High School Graduation Examination from 2025 onwards, as announced by the Ministry of Education and Training, while also closely following the 2018 General Education Program, primarily focusing on grade 12.
Experts and teachers believe that the sample exam's scoring system for correct/incorrect answers applies modern test-taking theory. The difficulty of the questions increases progressively, corresponding to higher point values. This helps differentiate between excellent, good, and average candidates.
From 2025, the high school graduation exam will be held over two days with three exam sessions, instead of four as before. The exam is expected to take place on June 26-27, 2025.
The biggest change in the 2025 High School Graduation Exam is that candidates will take 4 subjects, including 2 compulsory subjects: Mathematics and Literature, and 2 elective subjects from the following: Foreign Language, History, Physics, Chemistry, Biology, Geography, Economics and Law Education, Informatics, Technology.
Under this plan, starting in 2025, candidates taking the high school graduation exam will have two fewer subjects compared to the current exam.
