Hundreds of kiosks suddenly closed, Quang Binh mobilizes businesses to reopen

Dong Hoi is calling on business owners to reopen to serve people and tourists in the context of hundreds of business kiosks in Dong Hoi market (Quang Binh) being closed to avoid inspection by authorities.

In the past 3 days, hundreds of business kiosks at Dong Hoi market (Dong Hoi city, Quang Binh ) suddenly closed and stopped doing business for fear that authorities would inspect and prevent counterfeit goods, fake goods, and commercial fraud.

Faced with this situation, the Dong Hoi Market Management Board has actively encouraged business owners to reopen their businesses to serve the people and tourists. Especially, this is the peak tourist season, the shopping needs of people and tourists from all over the country flocking to the center of Dong Hoi city are increasing.

On the afternoon of June 3 at Dong Hoi market, about 80% of the businesses selling various goods here have reopened after being mobilized by the Management Board. However, the buying and selling atmosphere is still less bustling than before, especially during the peak tourist season.

Some businesses are still closed, mainly selling clothes, shoes, cosmetics, etc. Ms. Nguyen Thi Kim Oanh, who sells cosmetics at Dong Hoi market, said that business owners are worried about the news that authorities will check and confiscate goods of unknown origin and counterfeit brands.

"We have been doing small-scale business in the traditional way for a long time. Even though we have invoices and documents, they are definitely not complete. When the authorities check, confiscate and destroy the goods, we are left empty-handed," said Ms. Oanh.

Sharing the same concern, Ms. Nguyen Thi Tin hopes that if the authorities have measures to deal with goods of unknown origin, they must provide specific instructions and have a roadmap for implementation. "The authorities must instruct businesses on how to source goods, and must also implement them from the root, thoroughly handling smuggling and trade fraud," Ms. Tin suggested.

Mr. Vo Quoc Thinh, Head of Dong Hoi Market Management Board, said that Dong Hoi Market is the central wholesale market of Quang Binh province with more than 700 small traders. In the face of the situation where small traders have closed their shops for many days because they are worried about the information about checking invoices and the origin of goods, the Market Management Board has also proactively disseminated and instructed small traders about legal regulations. At the same time, it recommended that the authorities consider and create conditions suitable for the business practices of small traders at the market.

According to Mr. Vo Quoc Thinh, on the afternoon of June 3, most of the small traders also reopened their shops, but they were still cautious, worried about inspections by authorities, and the trading atmosphere was also quiet. Small traders should also review the remaining goods, carefully check the origin, invoices and documents if any, proactively classify the goods, and handle them appropriately before the authorities conduct inspections.

In addition, the Dong Hoi Market Management Board also compiled the thoughts and wishes of traders and sent them to the Department of Industry and Trade of Quang Binh province. At the same time, it communicated the roadmap so that traders could clearly understand, prepare well and have specific instructions in the fight to prevent and repel smuggling, trade fraud and counterfeit goods.

Mr. Le Anh Duc, Director of the Department of Industry and Trade of Quang Binh province, said that recently, the unit and related agencies organized two interdisciplinary inspection teams to conduct surprise inspections of many business establishments in Quang Binh province, mainly concentrated in cities and towns, where there is a large and bustling trading density.

The delegation focused on checking documents and legal procedures related to business activities and the origin, source and legality of goods, especially products imported from abroad.

According to Mr. Le Anh Duc, the food production industries in Quang Binh province are small-scale, with few establishments, and no establishments producing counterfeit goods have been discovered through inspection. However, traders in the whole province in general and Dong Hoi market traders in particular need to raise their sense of responsibility and strictly comply with regulations in production and business to ensure the rights of consumers.

In Quang Binh province, following the direction of the Prime Minister 's Official Dispatch No. 65 dated May 15, 2025, the People's Committee of Quang Binh province has established a Working Group on the peak of the fight against smuggling, trade fraud, and counterfeit goods. This Working Group directs relevant agencies to proactively develop an implementation plan.

In May, the authorities discovered and handled 14 administrative violations, mainly counterfeit goods, commercial fraud, and late tax payment. The total amount of administrative fines, tax arrears, and confiscated goods was over 1.2 billion VND.

Most recently, authorities also discovered two unlicensed drug stores selling more than 5,000 products with 100 types of drugs of unknown origin./.
