Heavy rains from mid-May to early June caused landslides in some locations on the riverbank and riverbank of the Ta Thuong dike ( Bac Giang city). Recently, the specialized dike management force discovered that at points K6+750-K6+800, K8-K8+250 in Tho Xuong ward and K9+850-K10+155 in Tran Phu ward, landslides swept away many crops of local people into the river. Observations here showed that the landslides were connected to each other, eating deep into the riverbank from 1.2-10 m; in which the most dangerous landslide was 11 m downstream from Phu Lang Thuong Hydrological Station.

Ms. Trinh Thuy Ha, Head of the Bac Giang City Dike Management Department, said that the main cause of the above situation is that the geology of this area is sandy alluvial soil, which is prone to subsidence. In recent times, the river water level has always been low, and the lack of rain has caused the soil to dry and crack. When it rains heavily, the soil quickly absorbs water, reducing its cohesion and causing landslides. This dike plays an important role in protecting the city's large urban residential area. Therefore, the authorities believe that the dangerous incident needs to be resolved soon.
According to Mr. Nguyen Van Thuong, Vice Chairman of the City People's Committee, the locality has directed Tho Xuong and Tran Phu wards to put up signs, markers, stretch ropes to demarcate dangerous areas, set up barriers to limit trucks from entering the area; organize cutting down and clearing the roof and foot of the dike to serve the work of monitoring and tracking the progress of landslides. The city also surveyed and developed additional key dike protection plans for the above incident locations. Accordingly, in case the slide continues to penetrate deep into the beach, the force will be directed to remove the roof and reduce the load on the top of the slide. In the long term, to maintain the stability of the riverbank and the dike, it is necessary to handle it by dropping rocks to protect the foot of the dike to prevent further landslides.
According to the Irrigation Sub-Department (Department of Agriculture and Environment), in addition to the above 3 incidents, there are a number of other key points that must develop protection plans such as: From K33 + 400 - K33 + 800 of the left dike of Cau, Chau Minh commune (Hiep Hoa); Tien Dung embankment (Bac Giang city); some areas of the stone embankment roof are peeling off, damaged, and the embankment body has a seepage vein on the right dike of Thuong Ba Tong...
Strengthen inspection and handling of violations
Bac Giang province has nearly 400 km of dykes, 162 culverts across the dykes, 58 embankments and a number of works on the dykes. From the lessons learned last year when many places were seriously affected by floods, including damage to dykes, this year, with the spirit of proactively preventing and combating natural disasters early and from afar, the Department of Agriculture and Environment and localities have proactively inspected and assessed the current status of dykes.

Mr. Bui Lien Son, Deputy Head of the Irrigation Sub-Department (Department of Agriculture and Environment) said: “The inspection results show that the dikes basically ensure sufficient flood protection capacity with the design water level. However, it is necessary to pay attention to situations that may occur when heavy rains last for a long time, flood water rises, and there is a risk of landslides in vulnerable sections with currents close to the shore, steep riverside dike slopes, large height differences between the top of the dike and the riverbed, and weak dike geology”. Based on the assessment of the current situation, the Department of Agriculture and Environment coordinates with localities to develop technical plans for dike protection, reinforcement, and treatment of landslides, embankments, and culverts.
In Official Dispatch No. 2889/UBND-KTN dated May 15, 2025, the Chairman of the Provincial People's Committee requested localities to strengthen the handling of dike violations; strictly implement the work of patrolling and guarding dikes during the rainy and flood season to promptly detect and handle incidents. For works that had incidents during the previous rainy and stormy season, newly built culverts need to have specific protection plans; direct the immediate handling of incidents and works that are at risk of causing unsafety before the rainy and flood season... |
In an effort to protect and keep the dike safe during the rainy and stormy season, localities are also actively handling violations of the dike corridor. In Hiep Hoa district, to completely resolve the violations in Mai Dinh commune that have been common for many years (such as building gates, fences, level 4 houses, auxiliary works, etc.), the district's Dike Management Department coordinated with local authorities to focus on propaganda and mobilize people to dismantle illegal works.
Mr. Vu The Vinh, Head of Hiep Hoa Dyke Management Department, said that as of June 5, 160/208 households had voluntarily dismantled illegal constructions; the rest are continuing to mobilize. According to the Irrigation Department, most of the works and emergency incidents related to the dykes caused by storm No. 3 from last year to now have been basically completed. For example, the incident at the Bun culvert discharge tank in Dong Son ward (Bac Giang city) due to the impact of storm No. 3 in 2024 has now been resolved with solutions such as: Waterproofing the wall; repairing the roof, discharge tank; replacing 4 culvert wings... This year, the central and provincial budgets have provided about 44 billion VND, plus local resources, localities have focused on reinforcing and repairing damaged and degraded embankments, culverts, and dyke surfaces.
According to the forecast of the hydrometeorological agency, in the coming months, Bac Giang province and neighboring provinces will continue to have rain, with rainfall equal to or higher than the average of many years. Therefore, with the incidents that have been detected, the Provincial Flood and Storm Prevention and Control and Search and Rescue Command Committee requests functional agencies and local authorities to coordinate in urgent handling from the first hour. Districts, towns and cities with dykes closely coordinate with the military forces to prepare for dyke protection and construction protection according to the approved plan. Note to ensure adequate human resources, materials and equipment for each dyke route. In addition to the State-provided reserve materials, there must be a plan to mobilize materials from the people, businesses and agencies located in the area, not to be passive in any situation.
